01:00nearly 40 transnacional educação
01:02partnerships have been launched,
01:03including five university branch campuses.
01:05Western universities are already
01:07in active collaboration
01:08with Kazaqstan institutions,
01:10some with campuses open or underway.
01:12Leading the way are British universities,
01:14followed by major U.S. institutions.
01:17Kazaqstan plans to open
01:1834 more foreign university branches
01:20by 2029,
01:21aiming to increase its international student body
01:24nearly five-fold,
01:25from 31,500 today
01:28to 150,000.
01:30Of the current foreign students,
01:31nearly 40%
01:33come from India,
01:34mostly in recognized medical programs.
01:36For the first time,
01:37Asian students outnumbered those
01:39from the post-Soviet space.
01:40And in a striking reversal,
01:42more Russians are now studying in Kazaqstan
01:45than the other way around.
01:46To understand what's driving the shift,
01:48we spoke to the person
01:49leading the country's
01:50education transformation,
01:52Minister of Science
01:53and Higher Education,
01:54Sayasat Nurbek.
01:55So we had very clear vision,
02:00one, bringing good, big partnerships,
02:03and then try to attract
02:04as many foreign students as possible.
02:07Second, research is becoming huge
02:10on our agenda.
02:11A lot of these great universities
02:12now have access
02:14to critical minerals, for example.
02:16And so we are launching
02:17several joint research centers
02:19in critical minerals enrichment
02:21and mining and metallurgy.
02:23How are international
02:25and domestic students supported
02:26in their entrepreneurship
02:28and deep tech development?
02:30Every single university student
02:32in Kazaqstan will have to go
02:34for AI courses,
02:35get certificate out of 650,000 students.
02:38Over 4,000 students
02:40already have certificates.
02:42Then we're launching
02:42a $100 million seed fund
02:44just to fund AI startups
02:47of these college students
02:48and faculty members.
02:49And then we're going to go
02:50through AI entrepreneurship module.
02:53And so every single student
02:55will have a possibility
02:56to become what we now call
02:57UNOCORN,
02:58so one-person, billion-dollar company,
03:01a founder,
03:03with full support at every level,
03:05incubation, acceleration,
03:07and basic learning.
03:09What results are you seeing
03:10in aligning graduates
03:12with the global labor market?
03:15We'll have to wait
03:16for the first batch of graduates.
03:17and we, so far, so good.
03:20We have Nazarbayev University,
03:22we have De Montfort University,
03:23and their graduates
03:24are really good quality.
03:26I mean, I would say
03:27they comply with
03:28any international demand.
03:30About 70% of these students,
03:32they go and hire
03:33by international companies,
03:35global companies,
03:36big four companies.
03:38Some of them pursue
03:39their academic careers
03:40in top universities,
03:41best Ivy League,
03:43best Russell Group,
03:44best research-intensive universities
03:46in the world
03:46for their master's programs,
03:48PhD programs.
03:49They stand up
03:50to any international standard
03:52given by large companies,
03:55Fortune 500 companies.
03:56Well, Mr. Minister,
03:57it was such a pleasure
03:58having you on our program today.

04:07Private companies
04:08are also stepping up
04:09with global partnerships.
04:11One local company
04:11is opening the doors
04:13to a new British university.
04:16A British liberal arts university
04:19will open in Astana
04:20next September,
04:21bringing Western education
04:22closer to home.
04:23Offering degrees
04:24in business, AI,
04:25and education,
04:26it plans to grow
04:26from 100 to 400 students
04:28by 2029.
04:30My plan is for it
04:31to set the new standards,
04:34especially in a commercially
04:36competitive field
04:37where other big players
04:39will have to accept
04:41these roles
04:42and will have to improve
04:43their quality
04:44and will have to really care
04:45about their students
04:47and what kind of people
04:49their students will become.
04:50Gabit Bekahmetov says
04:51Kazakhstan's regional position
04:52and cultural diversity
04:53make it uniquely attractive
04:55for students seeking
04:55a cross-border education.
04:57In combination
04:58with the Soviet
05:00fundamental science,
05:04with the Chinese
05:05advances in innovations,
05:07with the Western standards
05:08and expectations
05:11and ambitions
05:12and all this
05:14and some kind of
05:15oriental kindness
05:19and hospitality
05:20included in that
05:22and combined
05:23with our nomadic dynamism,
05:26I think this is going
05:27to be a success risk.
05:29With more Western campuses
05:30opening,
05:31Gabit Bekahmetov believes
05:32Kazakhstan is on course
05:33to become a globally
05:34competitive education model.
05:35Four of Kazakhstan's
05:39top research universities
05:40have launched supercomputers
05:42with a combined capacity
05:43of 32 petaflops.
05:45That's 32 quadrillion
05:46calculations per second
05:48powerful enough
05:49to train AI models,
05:50process vast databases
05:51and run advanced
05:52scientific simulations.
05:54The country's flagship
05:55English language university
05:56is leading the way.

06:07I'm delighted to be here.
06:08Can you tell us more
06:09about the types of
06:10fundamental and applied research
06:11your university plans to conduct
06:13with the supercomputer capabilities?
06:15Prime example is
06:16the development of Kaza LLM
06:17and as we develop further,
06:19we would need
06:20even greater computing
06:21power in order to do that.
06:24If you think that
06:25the basic model
06:25which was developed
06:26with the Kaza LLM
06:27is largely text-based.
06:29So Kaza LLM
06:30was a basic model.
06:31We're now building on it.
06:34So there are new systems
06:35which focus on voice recognition.
06:37There are new tools
06:39which are using
06:40image processing
06:42and so on.
06:43And some of the new models
06:44which will be developed
06:45in this area
06:45are going to be
06:46all singing,
06:47all dancing models
06:48which use text,
06:50which use sound,
06:51which use image
06:52and so on.
06:53Can you tell me
06:54how joint funds
06:55help reinforce
06:56Kazakhstan's standing
06:58as a regional academic
06:59and innovations hub?
07:00We are developing
07:00new kinds of partnerships
07:01but we're also looking
07:02at how we can use
07:04the money that we invest
07:05in research jointly.
07:07So let's say
07:08that if we are investing
07:09a million dollars
07:10in research
07:12in a particular area,
07:13if we were to go
07:13into partnership
07:14with two other universities
07:15and if they were
07:16to match our funding,
07:18we now have
07:18three million dollars
07:19that we can bid for
07:21and they can bid for
07:22but it also has
07:23the inbuilt advantage
07:24of collaborative research
07:26which would be
07:27of higher quality.
07:28it would get published
07:29in more prestigious journals,
07:32more people will use it,
07:34it would enhance
07:35the reputation
07:36of the university
07:37and the reputation
07:38of the country
07:39and it would also address
07:40fundamental questions
07:41which face
07:42whether they face
07:44the economy,
07:45whether they relate
07:45to climate change,
07:46whether they relate
07:47to international relations
07:48and so on.
