00:00During this visit, we will find an arrival of understanding that elevates our defense
00:05cooperation to a new level.
00:07This MOU is not supported.
00:09It's a framework for an individual cooperation, and we are really hoping that it will develop
00:14the health plan that will provide us with a framework for further cooperation.
00:19Our strategic commitment to the Indo-Pacific is laid out in our new strategy for defense
00:24and security engagement in this region, which was announced last month.
00:28And we already have some defense engagements with Philippines.
00:31Last year, the Philippines took part in our biggest cyber exercise, Emberness.
00:36And this year, the Ukrainian Observer participating in Bajakata military exercise.
00:42We are looking forward to continuing these activities.
00:45And in addition, we see great potential for cooperation with Philippines in many areas,
00:51such as maritime security, including challenges related to shadow fleets by some big countries,
00:57our neighbors operating in South China Sea and Baltic Sea, and protection of digital underworld
01:02infrastructure, hybrid threat and disinformation, cyber security, exchange of intelligence, military
01:08exchange including training, civil defense and crisis response, defense industry, and also
01:15migration.
01:16Based on national security challenges, we feel that it would be very useful to have less population
01:22from the former Soviet Russia territory and more people who are Catholic, English-speaking,
01:28and pro-Western and really have very common values with us.
01:33And also issues on support of Ukraine to be discussed and work together on.
01:37And our meeting today is about complete deliverables.
01:41And I look forward to productive conversation with Secretary of National Defense, Gilberto Teodoro,

02:02I believe a little bit of context also to this visit.
02:07During the last Shangri-La Dialogue, the Minister and I had the chance to exchange a lot of ideas,
02:16not only bilaterally but we sat on the same panel about extra-regional cooperation.
02:23And this is one of the outcomes, this visit is one of the outcomes of the extra-regional partnerships
02:33that smaller countries in particular, like the Philippines and Lithuania, need to build.
02:40Because we see common threats, common challenges, not only of threat actors but also of situational considerations.
02:52There is also a lot to learn from Lithuania in technology, in resilience, as the extensive topics
03:05that were stated by Her Excellency the Minister earlier.
