Are councils simply there to deliver the bare minimum - basic services at the lowest possible cost, writes Emily Young, Lib-Dem East Hampshire District Councillor for Alton Westbrooke. Or are they expected to do more — such as shaping local identity, supporting vibrant communities, boosting the economy, and enhancing everyday life? Most people would say the latter. We pay council tax expecting more than just bins and bureaucracy. We expect leadership that invests in people and place - not just the bottom line. Councils should champion livelihoods, culture, climate resilience, local enterprise, and community wellbeing.

00:00I'm here in Alton on Butts Common, which is a beautiful maintained space by Alton Town Council.
00:08As you may have heard in the news, local government reorganisation is underway in Hampshire,
00:14which means that the structures of our current councils are going to look very different going forwards.
00:21Whilst we go through this process of reorganisation, I'm really keen that we don't lose sight of the important strategic plan
00:29roles that councils play in community in shaping local communities, culture, working with local businesses to stimulate jobs and growth,
00:39and ultimately delivering local services that lead to the satisfaction and well-being of our residents.
