00:00As we reflect today on the conclusions of the Secretary General's final report on the implementation of Resolution 2231,
00:10Iran continues to openly violate its UN obligations.
00:15Tehran has sustained its provision of arms to the Houthis in Yemen and Hezbollah in Lebanon,
00:22both in violation of UN Security Council resolutions.
00:26Moreover, Iran did not comply with relevant 2231 provisions when they were in place,
00:34as evidenced by hundreds of drones it transferred to Russia in 2022 for use in attacks against Ukraine.
00:43Iran's failure to uphold its nonproliferation obligations has prolonged conflicts
00:49and perpetuated instability across the Middle East and beyond for many years.
00:55The International Atomic Energy Agency's most recent report on verification and monitoring in Iran,
01:03in light of UN Security Council Resolution 2231,
01:07demonstrates plainly that Iran continued to accelerate its nuclear activities
01:13without any credible civilian justification.
01:16On June 12th, the IAEA Board of Governors found Iran in noncompliance for its many failures
01:24to uphold obligatory nuclear safeguards.
01:28It is regrettable that certain members of this Council have opted to turn a blind eye to,
01:35if not encourage, Iranian noncompliance.
01:38The United States will not turn a blind eye to Iran's noncompliance and ongoing threat to regional stability.
01:47Madam President, President Trump has clearly reiterated that it is time for Iran to make peace.
01:55Despite the President's continuous good-faith efforts to negotiate and resolve these issues diplomatically,
02:02Iran's leaders stonewalled and ultimately refused to agree to a deal
02:07that would have prevented them from ever obtaining a nuclear weapon.
02:12On June 21st, a U.S. precision operation effectively fulfilled our narrow objective
02:19to degrade Iran's capacity to produce a nuclear weapon.
02:23These strikes, in accordance with the inherent right to self-defense,
02:29collective self-defense, consistent with the U.N. Charter,
02:33aimed to mitigate the threat posed by Iran to Israel, the region,
02:39and to, more broadly, international peace and security.
02:43Following this historic operation,
02:45President Trump immediately coordinated a ceasefire between Israel and Iran.
02:50Madam President, in this critical moment,
02:54we must all urge Iran to seize this opportunity for peace and prosperity
03:00and abide by its international obligations.
03:04I thank you.
03:06We thank Mr. Secretary General Rosemary DiCarlo
03:09and Security Council Facilitator for the implementation of Section 231,
03:15the Parmissal Substitutive of Slovenia, Samuwoz Boger,
03:17and we also congratulate our Slovenian colleagues
03:21on the unanimous adoption of the six-month report of the facilitator
03:25and count on their continued efforts to support the activities
03:29under the 22-31 format until its scheduled conclusion in October 2025.
03:37We've listened to the head of delegation of the EU, Stavros Lambrunidis.
03:40Madam President,
03:43on the night of June 12th to 13th,
03:47member states of the parties to the NPT carried out unprovoked aggression
03:53bringing the world to the brink of nuclear disaster.
03:55The Russian Federation strongly condemns the attacks on Iran,
04:01including its peaceful nuclear infrastructure,
04:04which is subject to IAEA safeguards.
04:06The actions of the U.S. and Israel directly violated the UN Charter Security Council resolutions,
04:14including 487 and 2231, which we are discussing today,
04:18as well as the Charter of the IAEA
04:21and relevant resolutions of the IAEA General Conference.
04:25They constitute a direct and very dangerous challenge to the authority of the NPT,
04:30especially Iran's right guaranteed under Article 4 of the Treaty to Use Nuclear Energy for Peaceful Purposes,
04:38including uranium enrichment.
04:40And this was a major blow to the non-proliferation regime.
04:45And all of these actions were carried out by two states,
04:48one of which is a depositary of the NPT,
04:51while the other, for decades, has refused to accede to this crucial element of international security
04:58and has refused to subject its nuclear activities to IAEA safeguards.
05:03By the way, we are a bit surprised at Israel's request to take part in our meeting,
05:09which is taking place under the adunda item non-proliferation.
05:13We would like to believe that this decision hints at a potential accession of this country to the NPT,
05:19which the entire world would love to see.
05:20Colleagues, attacking Iranian infrastructure, including enterprises involved in the nuclear fuel cycle,
05:27creates a real threat to, of radiological consequences,
05:32which could affect not only Iranians, but the entire Middle East.
05:36All of this, unfortunately, again, happened not just with a tacit consent,
05:42but with the approval of the UK, France, and Germany,
05:44which continue to consider themselves full-fledged parties to the JCPOA.
05:48Their assurances of their commitment to a diplomatic solution to the Iranian nuclear program
05:55inspired little confidence before,
05:57but currently they are absolutely impossible to take seriously.
06:01Judge for yourselves.
06:02At first, these countries deliberately refused to uphold their obligations under the nuclear deal
06:07by not providing necessary conditions for ensuring economic benefits
06:14from the lifting of European sanctions against Iran,
06:16which were in effect until 2015.
06:18And then they followed in the footsteps of the U.S.,
06:23which withdrew from the JCPOA in 2018
06:25and renewed their unilateral sanctions pressure on Tehran,
06:31thus precluding any prospect of a full restoration of the JCPOA,
06:36toward which our Iranian colleagues have repeatedly expressed their openness.
06:40At the same time, Berlin, London, and Paris attempted to portray Iran's legitimate retaliatory measures,
06:47which they themselves, Berlin, London, and Paris, provoked,
06:52as unleashing some imaginary Iranian nuclear threat.
06:56They repeatedly attempted to undermine the cooperation between Iran and the IAEA secretariat,
07:02which included efforts to settle unresolved questions.
07:05And even in spite of that, Iran remained and remains the most rigorously verified state
07:12out of all the members of the IAEA.
07:15And the Director General of the IAEA's reports clearly indicate the lack of any proliferation risk.
07:22Here I emphasize that the IAEA's reports nowhere mention the conversion of Iran's nuclear material
07:31for military purposes, or for any undeclared purposes.
07:38So the IAEA has observed no signs that Iran is developing a nuclear weapon.
07:42Therefore, all of the assertions of our Western colleagues, to the contrary,
07:47are falsehoods calculated for an audience that has not read these reports,
07:52or that did not understand this issue.
07:55The cynicism and hypocrisy of our Western colleagues reached a peak on June 12th.
08:01On that day, the IAEA Board of Governors adopted yet another puffed-up resolution on Iran,
08:07divorced from reality and inspired by Western countries.
08:10Immediately afterward, Israel carried out strikes against Iran's peaceful nuclear sites.
08:18A week later, the Sovereign Territory of Iran was attacked by the U.S.
08:22And what demonstrates that this one-two punch was agreed upon ahead of time,
08:27the U.K. and France, which claim to be champions of diplomacy,
08:31rushed to defend the aggression of West Jerusalem and Washington.
08:35As a result, last Sunday, we witnessed another attempt to legitimize the use of force
08:40and contravention of the U.N. charter and strikes on peaceful nuclear facilities
08:45in violation of the IAEA charter and all norms of nuclear safety and security.
08:50And German Chancellor Friedrich Merz even made so bold as to cynically remark,
08:57as he already mentioned, that Israel is doing the Europeans' dirty work.
09:01These are the actual words of a head of government of a state party to the JCPOA.
09:08We must not forget that West Jerusalem began its operation two days before a scheduled round
09:13of Iran-U.S. talks on the nuclear issue mediated by Oman with the clear intention of sabotaging this process.
09:20Against this backdrop, the Western trio even had the audacity to call not for Israel and the U.S.,
09:29but for Tehran, the victim of aggression, to return to the negotiating table.
09:34If our British, French, and German colleagues continue to threaten launching this Resolution 2031,
09:42that is a mechanism of sanctions by the Security Council on Iran,
09:46and I'd like to remind them that there is no political, legal, or procedural basis for this.
09:53Berlin, London, and Paris have chronically violated this resolution and the JCPOA
09:58and therefore do not have the right to engage this mechanism,
10:03and the U.S. no longer has any basis to do so since it withdrew from the agreement.
10:09The Vienna mechanism for dispute settlement still has not been engaged.
10:13The U.S., the U.K., France, and Germany do not have the moral right to mention this.
10:19It is their actions that truly have betrayed diplomacy and have led to the current situation.
10:28Madam President,
10:30such a responsibility in this regard lies with the IAEA and Secretariat,
10:34given the infringement by Israel and the U.S. on the global nuclear non-proliferation regime,
10:39which forms the basis for the NPT, the Directorate General and his colleagues are obligated to uphold their mandate,
10:45as well as the positions of the General Conference 444 and 533.
10:50The IAEA leadership must not content itself with evasive language and fragmented information,
10:56but rather provide detailed reports on the attacks against Iranian nuclear facilities under IAEA safeguards.
11:03At the same time, it's extremely important to call things by their names
11:08and directly indicate who exactly carried out targeted attacks in violation of the charges of the U.N. and IAEA
11:16and resolutions of the Security Council and General Conference of the IAEA.
11:20Unfortunately, we've already seen that the Director General of the IAEA
11:26includes sometimes subjective judgments alongside facts and statistics in his reports,
11:32and these are then used by a certain number of countries to justify their unprovoked aggression.
11:37Madam President, the Iranian nuclear program can only be resolved through diplomacy,
11:45through negotiated solutions, which are based on international law
11:50and the principle of equal and indivisible security.
11:52The Russian Federation consistently has supported a peaceful solution to the concerns
11:58surrounding the Iranian nuclear program, which is acceptable to all parties
12:02as well as the international community as a whole.
12:05Here, the greatest responsibility lies on the U.N. Security Council,
12:09which is obligated to take the requisite measures.
12:12This is the goal of the draft resolution proposed by Russia
12:16together with our Chinese and Pakistani partners.
12:19Today, we are proposing to our Council colleagues an updated text
12:25that takes into account the latest developments
12:27and aims to bring about a lasting ceasefire,
12:31as well as oversight of that ceasefire by the Security Council
12:34through Secretary General reporting.
12:38The JCPOA and Resolution 2231, adopted in 2015,
12:44demonstrated that the international community at that time
12:47rejected the military approach and clearly chose diplomacy instead.
12:52Today, we must make this same choice again without delay.
