03:49Are you still committed to Article 5 of NATO?
03:52Depends on your definition.
03:54There's numerous definitions of Article 5.
03:57You know that, right?
03:58But I'm committed to being their friends.
04:01You know, I've become friends with many of those leaders.
04:04And I'm committed to helping them.
04:06What do you want the role of NATO to be going forward once these other countries are spending work?
04:11By having a unified system, I think we're going to have stronger peace, better peace.
04:17And I think we have that.
04:18You know, when I went to NATO, they were broke when I first started this whole thing.
04:23It seems like a long time ago, nine years, right?
04:26But they were broke.
04:28I knew it immediately.
04:29I said, you guys are broke.
04:30They weren't paying their dues.
04:32Seven of the 28 countries at the time it was 28 were paying their dues, but they weren't paying very much.
04:38NATO was broke.
04:39And I said, you're going to have to pay.
04:41And we did a whole thing.
04:42And now they're paying a lot.
04:44Then I said, you're going to have to lift it to 4% or 5%.
04:47And 5% is better.
04:49They just, I guess they're voting on that today, but they're going to be lifting it to 5%.

04:55It gives them much more power.
04:56Mr. President, if there's language in the final summit declaration about aggression by Russia, would you be okay with that kind of language?
05:03Well, I'll have to take a look at it, but, you know, I'd like to see a deal with Russia.

05:13I said, no, I don't need help with Iran.
05:14I need help with you.
05:16And I hope we're going to be getting a deal done with Russia.
