New technologies such as artificial intelligence (AI) are needed to fight the online financial crimes and ransomware attacks plaguing Asean, says Datuk Seri Saifuddin Nasution Ismail.

The Home Minister said using such technologies would help enforcement agencies in the region work together to detect, prevent and tackle these crimes.

00:00As the Minister of Home Affairs, I want to be very clear.
00:06Malaysia is fully committed to working with ASEAN countries to fight crime that crosses borders.
00:15And this is crucial for our shared goals of peace, safety and stability in the region.
00:22We believe this is not just something we should do, it is something we must do.
00:29And for without security, as mentioned by Datta Awang Ali, there can be no prosperity.
00:37And without peace, no meaningful progress.
00:42In Malaysia, we often say,
00:46Bulat air kerana pembentung, bulat manusia kerana muafakat.
00:52It means, just as water takes its shape from its container,
00:58people become strong when they are united.
01:02And this idea of muafakat, working together in agreement and solidarity, has helped ASEAN through many challenges.
01:13This same spirit is what must continue to guide us as we face the increasing and new threats of international crime.
01:25At the same time, the rising threats of cyber crime, everything from financial scams to ransomware attacks,
01:34clearly shows us that this is not just a future problem, it is a pressing issue right now.
01:43Our digital defenses must evolve as fast as technology does, and this means we must adopt new technologies,
01:53including using artificial intelligence responsibly, to significantly improve how we detect, prevent and enforce against these crimes.
02:05Yet, technology is only one part of the solution.
02:10While we embrace new tools, the true strength of our collective response comes from trust, sharing information, and building each other's capabilities.
02:24As the saying goes, our chain is only as strong as its weakest link.
02:32This must be a clear call for us to uplift one another, ensuring that no member state is left behind in our shared efforts.
02:44Excellencies, esteemed delegates, having been called to lead ASEAN this year, we see this moment not only as a platform for dialogue,
02:56but a pivotal opportunity to recalibrate and fortify ASEAN's approach to transnational crime.
03:07Indeed, leading ASEAN is a significant responsibility.
03:13I want to emphasize the spirit that guides us, we must resist the urge to turn inwards towards narrow nationalism or act alone.
03:24In today's world, working together through international cooperation remains the bedrock of our region's stability.
03:32This helps us not only manage security threats, but also maintain economic strength and trust in our institutions.
03:42In a global landscape that is increasingly divided by rising tensions and trade disputes, Malaysia continues to firmly uphold ASEAN's core principle of neutrality.
03:56We believe that not choosing sides is not being passive.
04:01It is in fact a strategic approach that protects our collective credibility, preserves our sovereignty and strengthens our unity.
04:11ASEAN's strength has always stemmed from its unity and inclusivity in diversity.
04:17We must now ensure that our commitment to consensus is matched by our willingness to act decisively.
04:26What we need is not only alignment, but courage.
04:30Courage that confronts new and hybrid threats.
04:34Courage that reforms outdated mechanisms.
04:37Courage that makes bold policy decisions in the interests of our people's safety and dignity.
