01:12Having said that, the grounds on which Ukraine became independent and sovereign were spelled
01:24out in the Declaration on Independence of 1991.
01:28And it stated very clearly that Ukraine is a non-nuclear, neutral state and not party of
01:36any blocs.
01:37I think it would be good to get back to those core values based on which Ukraine obtained its
01:42sovereignty and independence.
01:44Second, from the very beginning, when the conflict became really hot, we suggested to the Ukrainian
01:57leadership to seize all the conflicts.
02:01We suggested that we withdraw our troops from the territories, and they withdraw their troops
02:08from the territories where people are not ready to embrace the new regime and they want to live
02:16independently or become part of the Russian Federation.
02:19They said no.
02:21And again, those are not political decisions.
02:23And now the logic of combat comes into play.
02:26The military look at where they can better advance, where they can channel their troops to achieve
02:36the best outcomes with the lowest possible casualties.
02:41And this is how troops advance.
02:44You know, we have an old saying or story or rule, rather, whenever the boot of Russian soldier stands,
02:57it becomes ours.
03:01When we look at the national border, as I said, they encouraged into the Kursk region and they
03:06committed a lot of crimes there, including crimes against the civilian population.
03:12And we kicked them out with significant losses.
03:17And now we have to create security areas along the borders because they keep attacking from
03:23there.
03:24They use artillery, they use UAVs, security zone.
03:37In the Sumwe region, it's about 10 to 12 kilometers, in some places it's 8 to 10 kilometers.
03:46And then there's the city of Sumwe, the regional center.
03:50But we do not have this task of taking Sumwe, but I do not exclude this.
03:57I do not rule this out.
03:59Now, why?
04:01Why are we doing all this?
04:03Well, because they're creating threats for us.
04:05They keep shelling our border areas, our border regions.
04:09And this is an outcome of their ungrounded and ill thought.
