00:00The One Big Beautiful Bill Act is rapidly moving through Congress, bringing with it a proposed overhaul of the Supplemental Nutrition Assistance Program, or SNAP.
00:09This comprehensive budget reconciliation package aims to secure significant savings to offset the cost of making the 2017 tax cuts permanent.
00:19And SNAP is squarely in its sights.
00:21The Senate's latest proposals for SNAP are even more far-reaching than the House's initial vision.
00:26One of the most impactful changes involves administrative costs.
00:31Currently, states cover 50% of these costs.
00:34The Senate Committee on Agriculture, Nutrition and Forestry is now proposing to increase that state burden to a substantial 75%.
00:41This represents a major shift in financial responsibility, forcing states to absorb a much larger share of the programs overhead.
00:50Beyond administration, the bill also addresses the share of SNAP benefit costs.
00:55The House initially proposed states contribute 5% of benefit costs, escalating up to 25% for states with high payment error rates.
01:04The Senate has tweaked this.
01:06States with an error rate below 6% would be exempt from contributing to benefit costs.
01:12For those with higher error rates, the maximum state share would be capped at 15% instead of 25%.

02:10Even if they clear both chambers, the Senate parliamentarian could still strip out many of them if they are deemed not to comply with the Byrd rules, which restrict budget reconciliation bills strictly to fiscal matters.
