00:03The Trump administration isn't serious about public safety.
00:07It's not serious about solving immigration challenges.
00:10It's only serious about blatantly violating constitutional rights,
00:16stoking fear, and demonizing immigrants for political gain.
00:20That's why Trump is weaponizing ICE to recklessly and lawlessly target immigrant communities.
00:26And here's the reality.
00:27Two weeks ago, I met with community leaders from across my district.
00:33Multiple Hispanic faith leaders told me the same thing.
00:36Their congregants, regardless of immigration status, are afraid.
00:41Afraid to speak Spanish in public.
00:43Afraid to attend community events.
00:46Afraid to go to church.
00:49Because ICE under this administration has shown it will harass, detain, and deport even wrongfully.
00:55No due process, no oversight, no transparency.
01:01And now we're seeing this fear weaponized at scale.
01:04Just this week, the president deployed 4,000 National Guard troops to Los Angeles
01:10without the consent or consultation of California's governor.
01:15So let's be clear.
01:19This isn't about border security.
01:21This is not about law and order.
01:24What it is really about is a reckless power grab.
01:28Militarizing American cities doesn't make anyone safer.
01:33It escalates and puts everyone at risk.
01:36So, Governor Pritzker, as Commander-in-Chief of your National Guard, how concerned are you about this executive overreach?
01:45Thank you very much, Congresswoman.
01:47And thank you for the remarks that you just made.
01:50Our job as governors is to concern ourselves with the public safety of our states.
01:56And, indeed, one of the very important things that we do is listen to our local law enforcement
02:01and listen to the local officials who ask us for help when they need it.
02:05We have a – probably, in my view, forgive me, governors, we have the best state police in the entire country,
02:11and we have a terrific 13,000-person National Guard.
02:14We go to our state police for support, and then, if necessary, we will ask the National Guard to step in.
02:22And, again, only when local law enforcement and our local officials ask us for that help.
02:28When the President of the United States goes in over the top to grab our National Guard for domestic security,
02:35for domestic when there is not, as he said in a memo falsely, a rebellion,
02:40that is taking away the rights and obligations of a governor.
02:47And it ought to be done in consultation with governors.
02:50In fact, the more local you get, the more accurate, I believe, the information is about what's happening on the ground.
02:55That's why I speak with local leaders of law enforcement, CPD in Chicago or others,
03:02before we take any action with National Guard.
03:05The President of the United States fails, fails.
03:09Why?
03:09Because he wants mayhem in the streets.
03:12Why did he call in Marines?
03:14And that's the point.
03:16This administration says it's targeting violent criminals, but that's not what's happening.
03:19They're going after parents dropping off their kids, workers showing up to their jobs,
03:23and asylum seekers navigating the legal system.
03:26And let me say this plainly.
03:27If you commit a violent crime in this country, you should be prosecuted.
03:31If you came here to do harm, this country is not your home.
03:35Governor Pritzker, can you set the record straight with which direction is violent crime headed in your state, up or down?
03:41Down, significantly.
03:42And, Governor Pritzker, across the country, undockered immigrants are less likely, less likely, less likely to commit violent crimes than U.S. citizens.
03:51Does that hold true in your state?
03:53Immigrants are less likely to commit crimes than people who already live there.
03:57Now, that may come as a surprise to some tuning in today, especially those fed a steady diet of fear.
04:02A recent poll found that Fox News viewers are twice as likely to believe the false claim that immigrants commit more crime.
04:09It's not true.
04:11It's not true.
04:13It's not true.
04:14So let's stop with the scapegoating and start focusing on real solutions.
04:19So quick yes or no's, Governor Pritzker.
04:21Did Trump's pardon of the January 6th defendants who violently attacked police officers make Illinois safer?
04:28It did not.
04:29Does blocking common sense gun laws like universal background checks make your state safer?
04:35Absolutely not.
04:36Did doge cuts to community violence prevention funding make your state safer?
04:41Much less safe.
04:42Would cutting Medicaid to pay for tax breaks for the wealthy make your state safer?
04:48No.
04:48Cutting SNAP benefits?
04:50No.
04:51Okay, so this is what we are dealing with with this current administration.
04:54Things that are not making our country any safer and are doing harm to the people who need it the most.
05:00And with that, Mr. Chairman.
05:02Jill, I yield back, Chair, and I recognize Mr. Donalds from Florida.
