Police have taped off Penn Road, Wolverhampton at its junction with Wynn Road and Muchall Road before Goldthorn Hill going into the city.
The road has been blocked off at the junction since 8am with diversions on bus services 16 and 16.
Motorists have been asked to avoid the area if possible.
