00:00This is our Pacific Ocean. Sometimes I wish it can talk, tell us what has happened.
00:16Tuna. It's seen as a commodity, but it's so much more.
00:20The Pacific has the last remaining healthiest tuna fishery, and it's declining.
00:25The observers on fishing vessels, their role is to document illegal fishing practices on the high seas.
00:32Secrecy is king in the fishing industry.
00:35James was a shy person. He was a gentle person.
00:39James was drugged. I'm still not convinced that he wasn't coerced.

00:49Oh, drugging is definitely a danger for observers.
00:58Dozens and dozens of Pacific Island observers have died because they bear the truth of the actual industry's face and what they have been hiding from us.
01:08It defies belief that so many observers slip and fall into the sea.

01:53The way in how they treat crew on board these fishing vessels are financially motivated.
01:58They reduce their operational costs and increase their profit margin.
02:01It's as simple as that.
02:02They don't care at what cost they achieve their profits, even at the cost of human lives.
02:07All types of dark things happening out there.
02:10Very easy to be making the policies on shore.
02:13Out at sea is a different story altogether.
02:15It's all about the highest bidder.
02:17China is the predator and we are the prey.
02:20China is one of the states that has spearheaded the notion of state protected illegal fishing.
02:26The state uses its own law enforcement infrastructure to protect its illegal fishing interests.
02:32They are visible everywhere in the construction space, in building hospitals.
02:38And people have even concluded that China could take over the entire country.
02:43It's the families that need the answers.
02:46Why are their husbands, their brothers, their sons, their fathers are dying?
02:51It's okay that one or two or three or twenty or thirty or forty die.
02:55To me there's no question Keith was murdered.
02:57It was more important to them to hide whatever activity they were involved in on board that vessel.
03:03Out at sea here on a transshipment vessel.
03:07The last boat that Keith was on, that we know of, was the Victoria 168.
03:12It was part of a tuna fishing fleet operating out of Panama.
