00:34ay hindi na rin na iwasan na talakayin sa plenaryo ang impeachment ni Vice President Sara Duterte.

00:43Kababalik lang ng sesyon ng Senado matapos ang Hatol ng Bayan 2025,

00:47mainit agad pinagdibatihan ng mga senador ang Impeachment Trial ni Vice President Sara Duterte.

00:52Kung ito nga ba ay pupwedeng tumawid sa 20th Congress.

00:56Gayong huling dalawang linggo na lang ng sesyon,

00:58para sa 19th Congress.

01:00Hirit ni Senate Majority Leader Francis Tolentino,

01:03kung hindi matatapos ng Senado ang pagliliti sa June 30, 2025,

01:08dapat na raw kilalani na functionally dismissed ang impeachment.

01:11Ang jurisdiction daw ng impeachment ay eksklusibo lang sa Kongreso na tumanggap nito.

01:16So, if we cannot conclude the trial before June 30, 2025,

01:23we must recognize this impeachment case is functionally dismissed

01:29by constitutional operation and no action can be taken by the 20th Congress

01:37on the matter for lack of constitutional authority.

01:41Mr. President, kahit anong pilit, hindi maitatawid, lalo na kung lalabag sa saligang batas.

01:49Pero pumalagang minorya sa hirit ni Tolentino.

01:52Ayon kay Sen. Risa Ontiveros,

01:54totoo naman na hindi binding ng 19th Congress ang 20th Congress.

01:58At lahat ng hindi natatapos ay nateterminate.

02:01Pero para lang daw yan sa legislative functions ng Senado.

02:05Napakahalagang mandato po ng saligang batas ito.

02:09Klaro at walang kalabuan.

02:13Once we receive the articles of impeachment,

02:16trial by the Senate shall forthwith proceed.

02:20Hahatulan tayo ng sambayanan kung hindi natin ginampanan

02:25ang tungkuli na ito sa sambayanan.

02:27Hence, it is my humble opinion

02:29that the trial of the current impeachment case

02:34now pending before the Senate of the 19th Congress

02:37can cross over or continue from the 19th Congress to the 20th Congress.

02:44The impeachment duket of the Senate Impeachment Court

02:48continues and remains to be the same.

03:42ang susundin namin lahat,

03:43ang desisyon ng plenario,

03:45ng mas nakararami.

03:54Sa June 11,

03:55magpasign ng articles from impeachment

03:57and then thereafter,

03:58magkukonvin kayo sa impeachment court.

04:00At doon din namin pagpapasahan

04:02anumang mga mosyon kung meron man gagawin,

04:05anumang mga objection kung meron man,

04:07anumang tanong kung meron man.

04:09Ang dulo nun ay magkukonvin ng impeachment court

04:12kung yan magiging pasya ng Senado

04:14at i-issue yung summon

04:15sa ang ayon sa aming rules

04:17para bigyan ang panang sumagot

04:18ang Vice President.

04:20Kung magtutuloy-tuloy ang schedule

04:22na nauna nang ipinanukala,
