00:00Now more than ever, my friends, at the moment when militarism is on the rise, let's keep
00:07in mind where we come from. The essence of the internationalism that has always defined
00:14the socialist family is rooted in the cause of peace. Everywhere and always there is no
00:23greater tyranny or oppression than that brought about by conflict and war.
00:30War is not far from the country hosting us today. From the northern shores of the Black
00:36Sea to the eastern shores of the Mediterranean, the two seas that embrace
00:41Turkey, conflict looms close. In the north, in Ukraine, our position is clear. We seek a
00:50just and lasting solution to this conflict of aggression launched by Putin against a
00:55sovereign state. Ukraine has a right to live in peace and enjoy security
01:01guarantee for its future. The suffering of the Ukrainian people must be acknowledged
01:08and their sacrifices fairly recognized. We welcome all ongoing mediation efforts. We
01:16will support them. As I have said repeatedly, peace in Ukraine and European
01:23security are two sides of the same coin. We will tirelessly work to achieve that peace.
01:32You know that my government, the Spanish government, has taken a firm stance on the dramatic situation
01:37that is taking place in Gaza. The current state of affairs is simply unacceptable. And we won't
01:46remain silent. Indifference is not an option for the international community. Should we remain
01:55indifferent to the sight of mothers and fathers carrying their dead newborn children in their arms?
02:02Should we remain indifferent to the sight of children at risk of starving to death? Enough is enough.
02:14So we will continue to rise our voice against blatant violations of international law and international
02:20humanitarian law. And we will support those like Yael Golan, leader of our Israel member party, the Democrats,
02:30who bravely raise his voice in defense of peace. Therefore, my dear friends, we must urge Israel to
02:41urgently stop the military operation to occupy Gaza. Gaza belongs and will continue to belong to Palestinians.
02:50Forced displacement or the expulsion of people from their land is
02:57the probable and constitutes a breach of international law. Plain and simple. We also urge Israel to leave the
03:08blockade. It must urgently allow humanitarian aid into Gaza at a scale sufficient to address the catastrophic
03:16crisis that is now driving people to starve to death. Children are dying from malnutrition daily. Basic medical care is
03:27not reaching those who need it. To this end, I have to announce you that Spain and Palestine are jointly
03:34promoting a new draft resolution at the United Nations General Assembly. It calls on Israel to allow large-scale
03:43and impeded humanitarian aid into Gaza. Aid must be delivered by the UN and humanitarian NGOs in full respect of the
03:55principles of impartiality, independence and neutrality. And let me be clear. Calling for basic human justice is not being
04:06against anyone. It means standing for the values that define us as human beings. The Socialist International and also my government, the Spanish government, have consistently called for the release of all remaining
04:25Israeli hostages. But Israel must understand peace cannot be achieved through force, especially not through the massive humanitarian suffering such as the Palestinian population is enduring.
04:39A two-state solution is the only way that a comprehensive and lasting peace can be built. And I am so proud to belong to a family that stands for these principles. Thank you very much, my comrades.
04:55The dramatic situation in Ukraine and the Middle East should not distract us from other conflicts around the world, more than 120 conflicts around the world involving nearly one-third of all countries in one way or another.

08:01The European Union is trying to step in and repair some of the damage being done, but that alone is simply not enough.
08:11Our solidarity demands a stronger commitment and greater investment in international organization in our multilateral system.
08:20More than ever, we must coordinate our positions.
08:24We must firmly defend a multilateral system that, despite its shortcomings, has helped prevent a major world war for the past 80 years.
08:36And there is no better way to preserve multilateralism than improving it, so it can better respond to the challenges of today and tomorrow.
08:47This is why we must redouble our commitment with the mitigation and adaptation agendas to fight climate change.
08:55And it is also why we must mobilize all our political will and leverage to make the fourth UN Conference on Financing for Development next June in Seville, in my country, in Spain, a success.
09:08We must send a clear message from the world that the multilateral system works and delivers.
