00:00The one thing that I'm determined to avoid at all costs is running out of prison places entirely in our country.
00:07I think what that would mean for law and order and the breakdown of law and order in our country is unthinkable.
00:12And that is not something that I'm willing to take a risk on or preside over or allow to happen in any way, shape or form.
00:18It becomes the entire country's problem when we run out of prison places because the police then at that point cannot make arrests
00:24and criminals can run amok and chaos will reign.
00:28And it is my responsibility and the responsibility of any responsible government to make sure that that does not, cannot happen.
00:34And I will not put the country in that kind of facing that kind of risk.
