00:15comes to asylum seekers. Department of Justice spokesperson Miko Clavano says, quote, over and
00:21beyond Interpol, there are many options to consider. Roque had been insisting on his rights under the
00:26international law principle of non-refoulement as an asylum seeker in the Netherlands.
00:31This means states should not send someone back to their home country and this covers Roque's
00:35application period. However, Malacanang said this right is not absolute. Non-refoulement applies
00:41only to a person who would face persecution. Former Duterte Chief Presidential Legal Counsel Salvador
00:46Panelo says that Roque is not being persecuted. He adds, quote, he should come back and face the
00:52charges. The burden of proof lies on the government. He is constitutionally presumed innocent. Let the
00:58government prove its case.
