00:00Good afternoon, and welcome to the White House.
00:06It's an honor to join you here today for the signing of the Take a Down Act,
00:12a national victory that will help parents and families protect children from online exploitation.
00:20This legislation is a powerful step forward in our efforts to ensure that every American,
00:28especially young people, can feel better protected from their image or identity being abused
00:37through non-consensual intimate imagery of I and CII.
00:44Artificial intelligence and social media are the digital candy for the next generation.
00:51Sweet, addictive, and engineered to have an impact on the cognitive development of our children.
01:01But unlike sugar, these new technologies can be weaponized,
01:07shaped beliefs, and sadly, affect emotions and even be deadly.
01:12Over the past few months, I have met with brave survivors, deeply loving families,
01:21and caring advocates who know firsthand the emotional and psychological toll of N-CII and deepfake abuse.
01:32Alliston Berry stood boldly for change, despite the risk posed to her and her family
01:41by speaking out and making her voice heard.
01:46Alliston, your voice and the voices of so many like you made this bill a national priority.
01:53Many thanks to members of Congress, both parties, for passing this legislation,
02:02including Speaker Johnson, Senator Cruz, Senator Kolbachar, Congresswoman Salazar,
02:09Congresswoman Dean, and Congressman Guthrie, and so many more.
02:14Thank you all for coming together to prioritize people over politics.
02:19As First Lady, my Be Best initiative is focused on improving children's well-being,
02:33encouraging kindness, and creating a safer online environment for our youth.
02:39Today, I'm proud to say that the values of Be Best will be reflected in the law of the land.
02:47I want to thank my husband, President Trump, for standing with us on this effort.
03:00His signature on this new law is not where our work ends on this issue.
03:09Now, we look to the Federal Trade Commission and the private sector to do their part.
03:15Today, through the Take a Down Act, we affirm that the well-being of our children
03:23is central to our future, of our families, and America.
03:30Now, it is my pleasure to introduce the President.

03:53Well, I want to thank everybody.
03:54We just spent two and a half hours talking to Vladimir Putin,
03:58and I think some progress has been made.
04:00It's a terrible situation going on over there.
04:035,000 young people every single week are being killed.
04:08So, hopefully, we did something.
04:10We also spoke to the heads of most of the European nations,
04:14and we're trying to get that whole thing wrapped up.
04:18What a shame that it ever started in the first place.
04:21So, but I want to thank Melania for your leadership
04:24in this very important issue.
04:25It's an amazing issue.
04:27America is blessed to have such a dedicated
04:29and compassionate First Lady.
04:32I will tell you, she is very dedicated.
04:34In fact, if you look at just what I heard,
04:39Putin just said they respect your wife a lot.
04:41I said, what about me?
04:42No, they will.
04:43They like Melania better.
04:46That wasn't good.
04:47I don't know if that was good.
04:48I'm okay with it.

04:51I also want to congratulate the First Lady
04:53in securing $25 million in the first fiscal year,
04:562026, budget to provide housing and support
05:00for youth transitioning out of the foster care.
05:03And I can say that she loves children,
05:06and you really worked very hard on this,
05:08and you had a lot of help from some friends of mine right here.
05:12And a lot of the senators are here and congressmen,
05:15and I appreciate you all being here.
05:17We're all so grateful to be joined by
05:19the people that are just in love with what we're doing.
05:23It's such an important situation.
05:25And commissioners of the Federal Trade Commission and the CEO of X, Linda Yaccarina.

05:41It's a big deal, right?
05:43That's great.
05:44Today, it's my honor to officially sign the Take It Down Act into law.
05:48It's a big thing, very important.
05:50It's so horrible what takes place.
05:53This will be the first ever federal law to combat the distribution of explicit,
05:58imaginary, posted without subjects' consent.
06:02They take horrible pictures, and I guess sometimes even make up the pictures,
06:07and they post it without consent or anything else.
06:10And very importantly, this includes for forgeries generated by artificial intelligence known as deepfakes.
06:17We've all heard about deepfakes.
06:18I have them all the time, but I don't mind.
06:20Nobody does anything.
06:21I ask Pam, can you help me, Pam?
06:23She says, no, I'm too busy.
06:24Too busy doing other things.
06:26Don't worry.
06:26You'll survive.
06:27But a lot of people don't survive.
06:28But that's true, and it's so horrible.
06:31With the rise of AI image generation, countless women have been harassed with deepfakes and other explicit images distributed against their will.
06:40This is the wrong, and it's just so horribly wrong.
06:44And it's a very abusive situation, like in some cases people have never seen before.
06:50And today, we're making it totally illegal.
07:00Upon hearing the stories of so many women affected, our First Lady made stopping these abuses a top priority.
07:06And she was given tremendous support because people, she'd go up to people and talk about it.
07:10They'd say, yeah, we know about it.
07:11We have the problem.
07:12Can we do something?
07:13And she did something about it with the help of a lot of the people, especially the political people sitting here today.
07:20Among Melania's guests in the gallery, during my address to the joint session of Congress, was a 15-year-old young person, Elliston Berry, whose image was turned into an illicit deepfake by a peer.

07:38Stand up, darling.

07:40Beautiful.
07:42Great.
07:44You look fantastic.
07:45Elliston quickly became a powerful advocate committed to preventing other girls from suffering the same abuse.
07:52Elliston, we salute you and we thank you very much.
07:55And it's an honor to have you with us today.
07:57Great job you've done.
08:01Also with us are several other brave Americans whose lives were rocked by online harassment, including Francesca Manny, as well as a South Carolina state representative, Brandon Guffey,
08:14and his family who have lost their son to suicide after he was targeted in an Internet extortion scam, of which you have a lot of them.
08:23A lot.
08:24I want to thank you both for your incredible work and to reach this important day.

08:39Because there's no place like the White House, I found out.
08:42You know, you have a lot of places and I just left some of the richest places and we loved them.
08:46And we they gave us a nice contribution of about five trillion dollars.
08:51But this is a special place.
08:53Even they talk about it.
08:54So it's great to have everybody here.
08:56Under the law, I will sign in just a moment.
08:59Anyone who intentionally distributes explicit images without the subject's consent will face up to three years in prison.
09:06In addition, this law establishes new civil liabilities for online platforms that refuse to take these images down promptly upon request.
09:15We will not tolerate online sexual exploitation.
09:18And especially it's gone on at levels that nobody's ever seen before.
09:24It's getting worse and worse.
09:25And I think this is going to hopefully stop it and not easy to do.
09:30People talked about all sorts of First Amendment, Second Amendment.
09:32They talked about any any amendment they could make up.
09:36And we got it through because of some very brave people, including some very brave politicians in the audience.
09:44I want to thank the bill's sponsor, Senator Ted Cruz.

10:20But working with our First Lady, we've shown that bipartisanship is still possible.

11:04I'm not even sure you realize, honey, you know, a lot of the Democrats and Republicans don't get along so well.
11:10You've made them get along, and she didn't even know about that.

11:20Honey, you've done amazing that this was done when you started.
11:22And I said, I don't know, it sounds like a tough one, and yet a very important one, and you got it done.
