At a press briefing, Canadian PM Mark Carney discussed his phone call with President Trump and the U.S.-Canada relationship.

00:00On Monday, the Canadians elected the new government to stand up to President Trump and to build a sign of the economy.

00:07The Canadians have also sent a clear message that their cost of living must come down and their communities need to be safe.

00:15As Prime Minister, I've heard these messages loud and I would like them to focus and determination.

00:22The Canadians have made their first part with a voter turnout rate that hasn't been seen in the last 30 years.

00:34Nearly 20 million Canadians voted, and even more of them voted in early voting than ever before.

00:44The engagement of Canadians that rallied on social media, on social media, on social media was very high.

00:50While different visions were put forth by various defenders, we disagreed agreeably.

00:56And the leaders of every party quickly and graciously accepted the results.

01:01At a time when democracies around the world are under threat, the Canadians can be proud that ours remains strong.

01:09As I've been clear to stay one of my leadership campaign in that way, I'm going to make sure to do big things in January.

01:26As I stress on the election night, I am committed to working with us.

03:24After the beginning of the campaign electoral, I met with President Trump.

03:35meet each other after the election to find agreements between our two countries.

03:43On Tuesday, I had a very constructive call with President Trump,

03:47and we agreed to meet next Tuesday in Washington.

03:51Our focus will be on both immediate trade pressures

03:55and the broader future economic and security relationship between our two sovereign nations.

04:02My government will fight to get the best deal for Canada.

04:06We will take all the time necessary, but not more, in order to do so.

04:12In parallel, we will strengthen our relationships with reliable trading partners and allies.

04:17Canada has what the world needs, and we uphold the values the world respects.

04:24In the last few weeks, I met with President Macron, the President of the European Union,

04:31the Prime Minister of Japan, Ishiiwa, and the Secretary General of the United Nations, Guterres.

06:06We will make the Canadian government a catalyst for these projects, not an impediment.

06:20That means bringing down costs for Canadians and helping them get ahead.

06:25So we will put more money in Canadians' pockets, with a middle-class tax cut that will take effect by Canada Day,

06:31saving two-income families up to $825 a year.

06:35We will protect the programs that save families thousands of dollars a year, including PharmaCare and $10 a day daycare.

06:44We will expand the Canadian dental care plan to 8 million Canadians, saving the average family over $800 per visit.

06:54To lower costs for first-time homebuyers, we will cut GST on new homes at or under $1 million, allowing them to save up to $50,000.

07:03And we will lower the GST on homes between $1 million and $1.5 million.

07:09These tax measures will provide immediate relief, but they won't be sufficient to make housing affordable again.

07:17For that, we have to build.

07:20We will address failures in the housing market head-on, unleashing the power of public-private cooperation at a scale not seen in generations.

07:29We will slash development charges in half for all multi-unit housing.

07:34That's about $40,000 off the cost of a two-bedroom apartment in Toronto.

07:39And we will create an entirely new Canadian housing industry in modular and prefabricated housing,

07:45using Canadian technology, Canadian skilled workers, and Canadian lumber.

07:52We will build houses faster, at lower costs, with a smaller environmental footprint in construction,

07:58and greater efficiency once families move in.

08:02And to kick-start these efforts, we will create a new entity, Build Canada Homes,

08:07and provide $25 billion in financing to private developers.

08:14We will build two times more homes per year and create a new industry of construction with Canadian technologies,

08:23with Canadian workers qualified Canadians, and Canadian wood.

08:29My government will focus on keeping Canada secure as a sovereign nation and Canadians safe in their communities.

08:37We will build a stronger Canadian armed forces to protect Canadians, defend our sovereignty, and support our allies.

08:44We will strengthen our border security with a thousand more CBSA officers,

08:49as well as scores of dog teams, drones, and scanners to fight the traffic of guns and drugs.

08:54We will strengthen Canadian law enforcement by hiring a thousand more RCMP officers,

08:59and giving law enforcement more tools to fight crime.

09:02We will toughen the criminal code and bail laws for those threatening the safety of Canadians,

09:08including making bail harder to get for those charged with stealing cars,

09:12with home invasion, human trafficking, and smuggling.

09:17We will strengthen our immigration to sustainable levels by capping the total number of temporary workers and international students

09:33at less than 5% of Canada's population by the end of 2027.

09:39That's a sharp drop from the recent high of 7.3%,

09:42and this will help ease strains on housing, on public infrastructure, and social services.

09:48At the same time, we will work to attract the best talent in the world to build our economy.

09:56Canada has what everyone wants.

09:59We're a confident nation that celebrates our diversity, that believes in and practices free speech,

10:06that respects the rule of law, that has a vibrant democracy.

10:11We value innovators and builders. We trust science. We protect our immense natural heritage.

10:19For Canadians abroad thinking about returning to build their lives in our nation,

10:25there's never been a better time to come home.

10:30In all our actions, we will be guided by a new fiscal discipline.

10:36Our government will pay less so that Canadians can invest more.

10:43Day-to-day government spending, the government's operating budget,

10:47has been growing by an unsustainable 9% every year.

10:52We will bring that down to 2%, less than half the average nominal growth rate of the economy.

10:58We will not cut any transfers to provinces, territories, or individuals.

11:03Instead, we will balance our operating budget over the next three years by cutting waste,

11:06capping the public service, ending duplicative programs,

11:10and deploying technology to boost public sector productivity.

11:15We will use scarce taxpayer dollars to catalyze massive private investment.

11:21By working together, we can give ourselves far more than the Americans can ever take away.

11:28By working together, we can build Canada strong.

11:33To cement the challenges we face, we must be united.

11:41Guided by this approach, I've interacted with the leaders of the opposition.

11:47I've made part of my intention to work with them to make our government more efficient,

11:54support our workers and businesses, and put our economy on the right wing.

12:01I've also talked with the Prime Minister of the provinces and territories,

12:07who are essential partners of the federal government.

12:11With them, I'm going to continue the work eternally

12:17during the meeting of the Prime Minister that we have held before the election,

12:21where we have been extended to break the barriers

12:26which freine the commerce interne and the mobility of the manoeuvre.

13:20to meet this crisis with an overwhelming positive force that is a united Canada.
