00:15This is a testimony to the international community's zero tolerance for terrorism.

00:20The Pahalgam terrorist attack represents the largest number of civilian casualties since

00:26the horrific 26-11 Mumbai attacks in 2008.

00:31Having been a victim of cross-border terrorism for decades, India fully understands the long-lasting

00:38impact such acts have on victims, their families and society.

00:44As the UN Security Council in its statement has said, perpetrators, organizers, financiers

00:52and sponsors of reprehensible acts of terrorism must be held accountable and brought to justice.

00:59Acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever,

01:08and by whomever committed.

01:10We reiterate that terrorism in all its forms must be condemned unequivocally.

01:17The establishment of the Victims of Terrorism Association is a significant step in this regard.

01:24It will create a structured, safe space for victims to be heard and supported.

01:30India believes that initiatives like VOTAN are essential to strengthening the global response

01:36to terrorism, ensuring that victims remain at the centre of our collective efforts.
