00:00We will talk about the investigation on the use of the Emergency Cell Broadcast System for campaigning.

00:24Engineer, have you found out where the emergency alert came from?
00:31Actually, ma'am, we haven't found out yet.
00:35But currently, we have an enforcement team in Masbating that is conducting an investigation
00:41regarding the messages received through the emergency broadcast.
00:46Before, it was only sent through SMS.
00:49But now, it's sent through the emergency alert.
00:52How did this happen?
00:54What technology is used in this system?
00:59Actually, ma'am, it's still the same broadcaster, I mean, machine or device that they used.
01:09This is what we call SMS broadcaster or SMS text blasting machine.
01:15There is a text blasting machine feature that is called flash message.
01:22That flash message, when you send a message, it's like a cell broadcast.
01:30It just flashes on the screen.
01:33So, the SMS broadcaster or SMS blaster also has a capability for that.
01:40Will this kind of work, Engineer, be stopped?
01:44How can we ensure that this kind of work will not be used anymore?
01:52Actually, ma'am, this SMS blaster is just a portable device.
01:57It's small.
01:58You can put it in your backpack.
02:01Then, you can go around and text blast.
02:04So, what the government is doing, like NTC,
02:10our enforcement is still continuous on prohibited devices.
02:14Okay.
02:15We are also working with PNP.
02:19PNP already conducted several operations with regard to SMS blasters.
02:29NTC is also part of that.
02:32Aside from that, we are also collaborating with DTI.
02:38We are also working with marketplaces or our e-commerce platforms
02:43to take down sellers who sell prohibited devices.
02:48And of course, the media, public awareness,
02:52just like what we are doing now, media engagement,
02:56as much as possible, we are doing this to give advice to the public.
03:03Yes, so they will know that it is prohibited to use this.
