00:00The field health benefits for its members have increased
00:05as well as the 45-day benefit limit for the patients.
00:09There is an announcement about this by Dr. Israel Francis Pargas,

00:22Sir, what is your advice to the public
00:25about the 45-day benefit limit from the field health
00:28and how will this be available to the patients?
00:31Yes, starting from April 4, Friday,
00:36we will no longer have the so-called 45-day benefit limit rule
00:41or the benefit of the field health will only be available in 45 days
00:46for the whole year.
00:48So, in removing this,
00:50now our members who will have an illness
00:55will be able to use their field health benefits
00:59for the whole year without any limitation.
01:02This is also in accordance with our Universal Health Care Act
01:08that every member should be able to receive
01:12a benefit from the field health right away.
01:15And this is also in accordance with the directive of our President,
01:20Bongbong Marcos,
01:21that all Filipinos should be able to receive
01:25a benefit from the National Health Insurance Program.

01:29Sir, the Department of Health issued a notice
01:35to increase the number of cases of rabies.
01:38So, what is the detail of the coverage of field health
01:41in the Animal Bite Treatment Package
01:43and how much is its coverage?
01:46Yes.
01:48For now, our new benefit package for the Animal Bite Treatment Package
01:53is around Php 5,880,
01:58which was Php 3,000 before.
02:01And this can be obtained
02:04from around 700 accredited
02:07Animal Bite Treatment Centers nationwide.
02:12These are public and private clinics and hospitals.
02:17This package includes
02:21anti-rabies vaccine, immunoglobulin,
02:26antithetanoin,
02:29and other necessary medicines
02:33during the time of Animal Bites.
02:36Doc Ish, what are the steps of the field health
02:39to ensure that the health facilities
02:42comply with the Clinical Standards and Reimbursement Rules?
02:45Well, yes.
02:46It is also correct, and we are reminding our facilities
02:51that, of course, especially when we removed the 45 benefit limit rule,
02:57the hospitalization and admission of our patients
03:03should comply with the Standards of Care,
03:07the Treatment Protocol,
03:10and the Clinical Pathologic Guidelines.
03:14Because there is also a possibility of probable abuse
03:19because there is no limit to the use of our benefits.
03:24So I hope that our hospitals are ensuring
03:28that they comply with the Necessity and the Treatment Practice Guidelines.
03:33This is also monitored by the field health.
03:37Sir, how can the Healthcare Providers Performance Assessment System
03:43improve the quality of the services of hospitals and health facilities
03:47that are using field health?
03:49The Healthcare Providers Assessment System Monitoring,
03:54or HCPPAS,
03:57is our monitoring tool for the performance of hospitals.
04:03If we see,
04:06for example, a violation of the Standards of Care,
04:12we issue a warning letter or reminder letter
04:17to the facility that they have such a violation.
04:22And that goes through the due process
04:25until we send three letters of warnings
04:30to our healthcare providers, either facilities or professionals.
04:35And if they still do not comply
04:39with regard to treatment guidelines or protocol guidelines,
04:44then there is also a penalty that the corporation is making
04:49to make sure that they are followed.
04:53And this is also in accordance with their signed performance commitment
05:00to us during accreditation.
05:03Doc, what is the update on the coverage of field health
05:07in measles and heat-related illnesses?
05:10What are the examples of heat-related diseases
05:14that are now covered by field health?
05:17When it comes to measles,
05:20our current benefit is around Php 15,000.
05:26But if, for example, there are complications,
05:31for example, measles with pneumonia,
05:35our package is around Php 29,000.
05:39And it won't happen if measles have complications,
05:44for example, meningitis,
05:47our package is around Php 50,000.
05:51For other heat-related illnesses,
05:55like heat exhaustion or heat stroke,
06:00our package is from Php 12,000 to Php 18,000.
06:07But the good news here is that
06:10we now have a new benefit, the emergency room package.
06:17If the patient is brought to the emergency room
06:22and needs emergency treatment or urgent care,
06:28we now have a benefit.
06:31If the patient does not need to be confined,
06:35like after 2 hours or 4 hours,
06:38they stayed in the ER,
06:40we now have a benefit for our emergency room care.
06:47Sir, let's go back to the 45-day benefit limit.
06:51So what will be the penalties for the facilities
06:54that will not comply with this?
06:56Well, basically, what will happen is
07:00actually, if there are facilities that do not comply with us,
07:06first, they will be warned.
07:09Third, after the third due process of warning letters,
07:14we will file appropriate action
07:17as a violation for their performance commitment.
07:22How will these protesters be reported?
07:25Actually, we are also monitoring this
07:30because they filed a claim against us.
07:34But if there are patients that will not be claimed by the hospital,
07:42they can complain to us through our 24x7 hotline
07:50at 028-622-2588
07:57or they can email us at actoncenter.philhealth.gov.ph
08:03or they can look for our employees at the hospital.
08:09We call them T-Cares
08:12and they will file a claim there to help them.
08:18Doc, I have a question.
08:19Are the field health hospitals also open on Saturdays and Sundays?
08:25For now, this is Monday to Friday
08:30and this is what we call T-Cares.
08:34They are not the employees of the billing or cashier section,
08:40but rather they are roving within the facility.
08:45We call them T-Cares Monday to Friday, 8 to 5.
08:52Sir, what other field health programs
08:55would you like to share with our countrymen?
08:58Well, I just want to remind you
09:02that we already have an ER or outpatient emergency room benefit package.
09:10If you can remember,
09:13we already removed our single period of confinement rule
09:18or within 90 days,
09:21if you are hospitalized with the same disease,
09:25you will be able to pay for it.
09:28Before, you cannot.
09:30I also want to remind you that we have a primary care benefit package
09:37or consulta package
09:40where there is a free consultation or check-up,
09:46free 15 laboratory or diagnostics,
09:51and free 21 drugs to be obtained.
09:57In our consulta,
09:59we have around more than 3,000 providers accredited nationwide
