Sir Keir Starmer slammed the previous government's "empty promises" as he set out his plans for improvements to the North of England rail system. "The last government made so many promises, none of which they followed through on. I'm only making promises where we're putting the money on the table right now," Mr Starmer said.

00:14£415 million extra. So it's very important to me that we follow through on these promises.

00:27Now that's on top of, this is a £10 billion project obviously,
00:29so we're well underway with the work. This is additional money that we're announcing today.
