Since Bill Clinton's term, U.S. presidents have been aware of a risk of a pandemic. But how did they choose to prepare for one?

We have to put in place an infrastructure, not just here at home but globally, that allows

us to see it quickly, isolate it quickly, respond to it quickly.

With the threat of bioterrorism knocking at our door, we can't afford to be caught off

guard because it's only in the movies like Outbreak that we can save the world from a

deadly virus in just 24 hours.

And this year alone, the initiative is expanding its activities in a number of key areas.

These include surveillance, medical response, building a stockpile of pharmaceuticals, and

research and development.

The Bush administration, when they came in, abolished the office altogether until, of course, 9-11.

Well, didn't George W. Bush read your book and then from your book alerted his staff

and HHS to mobilize?

With the Bush behind it, the entire administration took it seriously.

They passed legislation and the billions of dollars which created the stockpile.

It put money into vaccine technology development, vaccine manufacturing, and also

developed preparedness plans.

We developed these plans and that curve concept in 2006 in the then-Bush White House, when

we tried to apply it to a pandemic influenza strategy.

Members of the cabinet conducted a exercise related to the nation's preparedness to deal

with a pandemic flu event.

The president's made perfectly clear that our number one priority is in the event of a

pandemic is to save lives.

The president has a plan to do just that.

Early on in 2005, President Bush requested $7.1 billion to boost vaccine production

capacities to stockpile antivirals and boost state and local emergency preparedness.

Congress responded by appropriating $1.1 billion less than the president requested.

Since 2007, it has been sort of the flip side of that.

This committee has been consistently pushing to do more than both the executive branch

and the Senate appeared to be comfortable doing.

In April of 2007, the committee proposed nearly $1 billion in supplemental funding for

pandemic activities.

But that investment never saw the light of day because that bill was vetoed.

I saw everybody with these and I thought, OK, just for protection to go ahead and wear it.

In 2004, this committee on both sides of the aisle began asking questions about the

insufficient supplies of vaccines and fluctuating demands for seasonal flu virus.

Five years later, it's clear that we're still using 1950s era technology and we are years

away from state of the art technologies that have been in use in other countries for at
06:38
least a decade.

U.S. vaccine production capacity is still completely inadequate.

H1N1 vaccine supplies are lagging far behind the need.

We didn't receive funds to replace those masks, protective gear and the antivirals that we

use for H1N1.

There may and likely will come a time in which we have both an airborne disease that is

deadly. And in order for us to deal with that effectively, we have to put in place an

infrastructure, not just here at home, but globally that allows us to see it quickly,

isolate it quickly, respond to it quickly.

We didn't get everything right in Ebola and we were late on many things and we made some

wrong choices, so on and so forth.

But what we did was we had a process that everyone in the government understood how it

worked.

We don't have a sustained level of funding necessarily.

A line item for pandemic influenza, for example, that would give us great confidence that we

would have a sustained uninterrupted funding stream.

To use a defense analogy, we're operating with about a half an aircraft carrier of

resources to basically do this mission, a national security mission to basically protect

320 million people.

And that's a challenge.

My first question is, you said that you don't take responsibility, but you did disband the

White House pandemic office and the officials that were working in that office left this

administration abruptly.

So what responsibility do you take to that?

valuable time because that office wasn't disbanded.

Well, I just think it's a nasty question, because what we've done is and Tony has said

numerous times that we've saved thousands of lives because of the quick closing.
