According to Secretary of Housing and Urban Developement Ben Carson, poverty is "a state of mind."

00:00I think poverty to a large extent is also a state of mind.

00:11You take somebody who has the right mindset,

00:15you can take everything from them and put them on the street,

00:19and I guarantee you in a little while they'll be right back up there.

00:26And you take somebody with the wrong mindset,

00:29you can give them everything in the world.

00:31They'll work their way back down to the bottom.

00:34So, you know, a lot of it also has to do with what we teach children.
