00:00Three ships were discovered in Manila without proper documents.
00:05Some of them were also ridden by Chinese nationals who were believed to be workers there.
00:10This is the news brought to you by Oscar Oida.
00:16How many regularities were opened by the Philippine Coast Guard,
00:21Bureau of Immigration, Maritime Industry Authority,
00:24and National Intelligence Coordinating Agency
00:27on the three ships anchored in the Manila Anchorage area on March 20.
00:32One of them, the disappearance of eight Chinese crew members
00:36based on the vessel calendar as of March 19,
00:39was ridden, but the ship's inspection said none of them were there.
00:44That's what we want to keep in mind if there are any other intentions
00:51of these foreign nationals aside from being part of the crew
00:55and operating in reclamation operation in Manila Bay.
01:00This is what we are checking and finding out.
01:03We are always helping the agencies involved here.
01:06It was also discovered that the ship's domestic shipping operation certificate was invalid
01:12and its CCTVs were not working.
01:15In another ship, the Chinese nationals were believed to be working as a crew
01:21that was not followed by the regulations of the marina.
01:25If the vessel is a Philippine registered vessel or a bare boat charter
01:31which is a temporary registered in the Philippines,
01:34it is required that it is strictly a Filipino crew.
01:39In another ship, there were 12 Chinese nationals
01:43who did not comply with their alien employment permit.
01:46They said they will explain to the owners of the ship.
01:50If we found out that there are violations to marina rules and regulations,
01:55definitely we will call the owners and we will issue appropriate show-cause orders to them.
02:01And they have to explain because if this is a Philippine flag,
02:04they have to explain to us why are you employing those foreign nationals
02:09where in fact you are not allowed to.
02:11So that's the basic premise that we will do.
02:14We still have to wait for the final report.
02:16We tried to get permission from the DOLE about this,
02:19but they said they will not comment while the investigation is underway.
