00:00He is a personality whose co-perpetrator, former President Rodrigo Duterte,
00:07has not yet been named in a public application for warrants in the International Criminal Court.
00:11The lawyer of the victims of the Umanoy extrajudicial killings explained
00:16why only a few cases will be used in the litigation
00:20since thousands of them were killed in the drug war.
00:23This is the story of Ian Cruz.
00:26In the application for the warrant of arrest,
00:29former President Rodrigo Duterte, in the International Criminal Court,
00:33aside from Duterte,
00:34the name of Shyam was mentioned as a co-perpetrator,
00:38or Kapwa Salarin, in the Office of the Prosecutor.
00:41It is not yet clear who these people are
00:44because in the public document from the ICC,
00:46Shyam's name was first redacted or hidden
00:50as a protective Umanoy for their security.
00:53But there are a few people whose particular name was mentioned
00:56because of their role in the war on drugs of Duterte.
00:59This includes the former Davao City Police Chief,
01:02who later became the first PNP chief of Duterte,
01:05and now Senator Ronald Bato de la Rosa.
01:08De la Rosa was appointed as the head of the Oplan Tukang,
01:12which was first implemented in Davao.
01:14Former Davao City Police Chief Vicente Danao was also named,
01:18who was replaced by Duterte by de la Rosa.
01:21In Duterte's background,
01:23his son, now Vice President Sar Duterte,
01:27mentioned that in 2010-2013,
01:29he served as Mayor of Davao while his father was Vice Mayor.
01:33In the application for warrant,
01:35the types of evidence used were mentioned.
01:38These include witness statements,
01:41Duterte's testimonies and public statements,
01:44his court orders and memoranda,
01:46documents from the PNP and other government agencies,
01:50as well as drug watch lists issued by the authorities.
01:53Duterte also mentioned that he killed 1,700 people
01:58when he was Mayor of Davao.
02:00He was a member of the Davao Death Squad
02:03and was convicted of extrajudicial killings when he was Mayor of Lungsod.
02:07He also said that his only crime was extrajudicial killings.
02:13My only crime is extrajudicial killings.
02:17Duterte also mentioned his inauguration
02:20aimed at the elimination of illegal drugs.
02:246,000, according to the victim's lawyer,
02:27are the cases they are handling.
02:29But only 43 cases will be presented to the ICC.
02:32This is the Mayor's 19th case,
02:34and he is now the President's 24th case.
