01:11In the last 22 months, the opposition has continuously raised questions on the issue of Manipur.

01:18When there was no discussion, we did a walkout and sometimes gave a protest at Makar Dwar.

01:23But we had the greatest hope from our respected Prime Minister.

01:28Neither did he show any passion for Manipur in his mind, nor did he mention Manipur in his words.

01:37Ethnic violence has been going on for more than 600 days Madam.

01:41More than 240 brothers and sisters have died in Manipur.

01:44More than 1500 people have been injured.

01:48More than 5600 arms, 6.5 lakhs rounds of ammunition looted from police armories.

02:24The Indigenous Tribal Leaders Forum, the Cookie Front, organized a mass rally

02:29alleging that the Central Agencies were cherry-picking in order to appease the majority community

02:35at the expense of the minorities.

02:37Madam, till yesterday, the women of the Maitri community staged a protest

02:42and urged the Home Minister to go and bring peace to Manipur.

02:48Mr. President, no matter who the community is, the people of Manipur are our own.

02:54And we just want to tell you that whether you like this fact or not, Manipur is a part of this country.

03:01Madam, more than 550 civil society organizations, retired bureaucrats, police officers, activists, lawyers,

03:09filmmakers, journalists, academics, writers, they had to unitedly issue a public statement

03:15urging the Honorable Prime Minister to speak out about the ongoing ethnic violence in Manipur.

03:21But there was pin-drop silence from the Prime Minister's end.

03:25And when he spoke for the first time, he blamed the government of Congress for the current situation in Manipur

03:32when he was the one running the double engine in Manipur.

03:36Sir, only a few empty words were spoken by the Prime Minister

03:40and not even a single substantial step was taken by the central government to handle the Manipur crisis.

03:46It was the widespread reporting of the shameful incident of public humiliation of two tribal women

03:53which led to the judicial intervention of the Supreme Court demanding accountability from the state government.

03:59And unfortunately, the United Nations too raised alarms about the blatant abuse of human rights in Manipur

04:06citing reports of extrajudicial killing and sexual violence.

04:10What is the point of discussing Manipur, Madam?

04:17What is the point of discussing the budget of Manipur?

04:21Manipur has experienced higher inflation rates every month since violence broke out in the state.

04:2770% of Manipur lives in the villages with a monthly inflation rate of 10-12%,

04:33the highest inflation among all states in the country.

04:36Youth employment in Manipur is at 23%.

04:41Mr. Prime Minister,

04:45Manipur has repeatedly been accused of being a place of violence.

05:54proposed for reducing inflation and ease supply chain for the network of the state?

05:59Approx 6,164 children between 6 months to 6 years,

06:032638 adolescent girls, 232 pregnant women,

06:07753 lactating mothers are currently living across 325 camps in Manipur.

06:13By April 2024, 554 babies were born in relief camps.

06:18Since the violence erupted, including two maternal deaths as per official data.

06:23According to media reports,

06:25more than 80 people have died in a relief camp in Chaurachanpur.

06:29Sometimes due to trauma, sometimes malnutrition, sometimes disease.

06:33A 36-year-old young man took his own life in a relief camp.

06:37665 days of continuous conflict assaulted the well-being of 30 lakh people of Manipur.

06:43Youth has no future.

06:44Women and children are cramped in the relief camps.

06:47Elderly says that they have no hope for the future.

07:07Madam, my humble question is,

07:09if President's rule was the solution,

07:11why was it not imposed months ago?

07:14When people were continuously dying,

07:16and houses were set ablaze.

07:18After allowing Manipur to burn for months,

07:21today you are here with a bouquet of rosy promises.
