00:00I want to thank you all for coming here today for this press conference.
00:13About 36 hours after the crash, we restricted this airspace, and we're going to continue
00:19with those restrictions.
00:21That would be from Haynes Point to the Wilson Bridge.
00:24Again, this is the area right off of Runway 33 where the crash happened.
00:30We will have exclusions for presidential air travel, vice presidential air travel, if there's
00:36a life-saving mission or law enforcement, we'll have exclusions for that.
00:41And we'll take the appropriate action at DCA to shut down air travel to make sure we don't
00:46have, again, helicopters and airplanes crossing paths.
00:52So this is going to continue into the future, again, making sure air travel at DCA is safe.
01:00Want to also talk about another point that Chair Homany brought up, that over the last
01:05two and a half years, there have been 85 near misses or close calls.
01:10I think the question is, when this data comes in, how did the FAA not know?
01:16How did they not study the data to say, hey, this is a hotspot, we're having near misses,
01:22and if we don't change our way, we're going to lose lives?
01:25That wasn't done.
01:28And so what the FAA has deployed is AI tools to make sure we can sift through the data
01:37and find hotspots in our airspace at our airports.
01:41So if there's another DCA-esque situation out there, our AI tools will help us identify
01:47those and take corrective actions preemptively as opposed to retroactively.
01:55Because there's been a number of air incidents that have taken place over the first several
02:02weeks since I came into this department, and there's no unique, they're all unique.
02:10There's no common theme to the crashes that have taken place.
02:14But I think what it's done for us is made us focus on our air traffic control system.
02:19And when we take a look at that system, no doubt it is antiquated, it's old, it's anywhere
02:25from 25 to 30 years old.
02:27You've heard me say it a thousand times, we're using floppy disks in our system.
02:32We have headphone jacks that we're plugging and unplugging.
02:36This is, you know, think back to the 1980s, if you were even alive.
02:40That's the system that we're using for air traffic control.
02:45I think we can honor those who lost their lives by paying this forward and saying, you
02:49know what, we're going to make sure we've learned from this air disaster and we're going
02:54to pay it forward so there's not other families that have to go through the pain and anguish
02:59of losing a loved one like these families had to go through.
03:03And I think that's how we honor them, that's how we pay it forward.
03:06And we do it by fixing the system and making it better and making it work.
03:09So again, we're thinking, you know, three and a half, four years, we can get this completed.
03:20A brand new air traffic control system, gold-plated, envy of the world.
03:24And so what we're looking at doing is some, they're not simple, this is high-tech stuff,
03:32but we are going to move from copper wires, we're going to go to fiber, wireless and satellite,
03:38right?
03:40It's a combination of those three in our system.
03:44We have radar, again it works, but this is from the 1970s or early 80s, is the newest
03:51radar that we use.
03:53The edge, eastern edge of the river by the embankment.
03:59I need, if we have a $2.4 billion contract, I want the fiber in the ground.
04:05We're over a year into that contract and how far along are we?
04:10That's the question.
04:11And so I want companies that want to move fast and build this out.
04:15I can't wait 10 years.
04:17You can't wait 10, the American people can't wait 10 years or 12 years to lay fiber.
04:23We have copper right now.
04:24And so I need companies that are going to move at the speed of Donald Trump.
04:29And those that want to do it, they want to put the effort in and say, we're the company
04:33that can do this for you and with you.
04:36Those are the companies that I want to hire.
04:38And now, may that be Verizon?
04:40Maybe.
04:41But if I'm looking back, they're not moving fast enough.
04:44I need companies that are going to move fast.
04:46And again, it's not going to be one company, we're going to need a lot of companies to
04:50buy in and help build out this system.
04:53So I want to thank you all for coming out.
04:58Stay tuned, 10 days, two weeks, we're going to roll this out, give it to the Hill, put
05:03a price tag on it, and we're going to start the work of building a brand new air traffic
05:07control system that will be the envy of the world.
