PNP: ‘No verifiable information’ yet on arrest warrant vs former President Rodrigo Duterte

The Philippine National Police (PNP) said Monday, March 10, that it does not have a “verifiable information” yet as to the reported issuance by the International Criminal Court (ICC) of a warrant of arrest against former president Rodrigo Duterte. 00:00As of now, ma'am, wala pa po tayong verifiable information as to the reported warrant of

00:11arrest issued by the ICC.

00:13Linawin lang po natin ito, ma'am, nakausap po natin yung mga taga-davao po, and according

00:18to them, yung mga movement po ng ating mga kapulisan doon is just part of the simulation

00:25exercise relating sa kanilang security preparation for davao.

00:30And we have to stress the point, ma'am, that this is not only limited sa davao, even yung

00:35other regions po ay nagkakondak po ng simulation exercise, communication exercise, and other

00:41tabletop exercise, again, as part of our security preparation for election.

00:47This has nothing to do doon sa mga issues relating doon sa alleged issuance po ng warrant

00:52of arrest ng ICC.

00:54Wala po tayong hawak na anumang warrant of arrest issued by the local courts against

00:59ka sa dating Pangulo po.

01:01Well, on the part of the PNP, dadaan tayo sa proseso kung meron po nga ihingin po ng

01:07tulong yung ating Interpol through their National Central Bureau, and then the PNP has a legal

01:13obligation to reciprocate yung courtesy na ibinibigay po sa atin ng Interpol.

01:19If you may recall po, may mga instances po tayo na may mga warrants of arrest po na na-issuance

01:24po yung ating local courts po ata nagtago po sa ibang bansa, and through the Interpol

01:29mechanism, humingi po tayo ng tulong, and since it is a member state po doon sa, just

01:35like the case, classic example po yung case po ni Alice Guo po, nagtago po siya sa Indonesia,

01:41and since Indonesia is a member state, humingi po tayo ng tulong sa Interpol, and true enough,

01:48through the help of the Interpol po ay na-effect po natin, at na-iuwi po si Alice Guo, and

01:54we implemented yung warrant of arrest sa ganyan. And since the PNP is a member of the International

02:01Criminal Police Organization, then we are duty-bound to accord the same courtesy accorded

02:06to us by the other foreign states po.

02:09Q1. Sa kaning dumabas yung warrant? Magta-taas po tayo ng alerto?

02:12A1. Wala po tayo sa ngayon na planong magtaas po ng alerto at huwag nating pangunahan sir

02:18yung proseso. But on the part of the PNP, we are prepared for any eventualities po in

02:23case na mayroon pong tulong na hihingin sa atin ang Interpol po.

02:28Well, ang proseso po niyan sir, if ever foreign jurisdiction po ay mag-i-issue po ng arrest

02:34order or summons po, and since yung foreign jurisdiction po ay wala naman pong enforcement

02:41mechanism sa ibang bansa po, they have to course through their request po sa ating international

02:46Interpol po. At ang Interpol po, normally po as a matter of procedure po ay mag-i-issue

02:52po yan ng either blue notice, red notice po. This is just an international alert po. Hindi

03:00ito arrest warrant. Linawin lang po natin yung ilalabas po ng Interpol po. And through

03:06their National Central Bureau po, at nagkataon po dahil na member po ang Pilipinas ng Interpol,

03:11meron po silang National Central Bureau, and dun po sa kanilang mga main office po sa France,

03:16normally papadala po yan as a matter of procedure po dito sa kanilang National Central Bureau.

03:22And then yung National Central Bureau naman po ay magpapadala po yan ng alert po sa mga

03:27law enforcement agencies including the PNP advising us na itong particular na tao po na

03:32ito ay being sought for investigation or meron pong arrest order po.
