00:05or the students listed in the Senior High School Voucher Program
00:09even though they do not have a school record, are not qualified, and did not apply for the program.
00:16Tina Panganiban Perez brought the news.
00:22Due to several questions,
00:23the 200 million Pesos Fund for the Senior High School Voucher Program
00:28was not issued by the Department of Education for the school year 2023-2024.
00:34This is what the DepEd said in a hearing of the House Committee on Basic Education and Culture
00:39regarding the G.O.A.S.T. students who are affected by the program.
00:43Since 2021, 55 students have left the DepEd
00:48in the Senior High School Voucher Program.
00:5112 are being investigated now.
00:54Those schools have different findings.
00:59Not only those students who do not have a school record or no class attendance
01:07but also those who are unqualified voucher recipients.
01:12Unqualified because they're supposed to apply via the voucher application program
01:20but they did not apply.
01:23The private schools categorized them as automatic grantees.
01:27DepEd has yet to say how many G.O.A.S.T. students are included in the Senior High School Voucher Program.
01:35The voucher program was implemented to help private schools
01:40for students who cannot apply for DepEd
01:43due to the large number of students and the lack of facilities.
01:48According to DepEd, beneficiaries in the Junior High School received P9,000 to P13,000.
01:56While in the Senior High School, P14,000 to P22,500.
02:02In 2024, P40 billion was allocated for the DepEd voucher program.
02:08Almost the same for 2025.
02:11Some parents and teachers complained
02:14that it was unfair for the beneficiaries to choose
02:18because some of them were able to get the voucher.
02:21Because in their school, the priority is P100,000.
02:25If you apply for that voucher, they will be able to get it.
02:29So they were able to get it.
02:31But for those who are not able to get it, they are pitiful.
02:35There are also more students who have doubts about studying.
02:38For us, Fly-by-Night Senior High Schools,
02:44especially in Kamanaban,
02:47they offer incentives to public schools.
02:51They will give incentives to each head who will enroll in their high school.
02:55It's just because we only have a few private schools.
02:59It's a bit tiring, Mr. Chair.
03:01We are looking at filing criminal cases.
03:04The committee decided that only 10% of the students who will enroll in the program
03:09will monitor the program.
03:11DepEd and PAYAC's answer is that their objective is to reach 100%.
03:17That's their moving forward objective.
03:20I guess it will be on their next academic calendar.
03:25But again, it's impossible for it to reach 100%.
03:28But at least we saw a significant increase.
03:31DepEd assured that it is studying on how to implement the voucher program.
