Malaysia ratifies space treaties to affirm commitment, says minister

Malaysia will ratify two treaties to mark its entry as an emerging space nation, says Science, Technology and Innovation Minister Chang Lih Kang. 00:03Bentong Minter, Minister of Science, Technology and Innovation, stated that this year,

00:08the Uzma-Sat satellite, a high-resolution satellite, has been launched by the Uzma-Bahat group.

00:17The question is, what is the status during the PSPJN satellite development program

00:24under MISA and when is it ready to be launched by the club?

00:58We are committed to satellite development and ensure the involvement of local industries,

01:04especially in the expertise of human resources and the use of local space technology facilities.

01:11In addition to minimizing government spending while reducing the risk of technology,

01:16the PSPJN approach also opens up new potentials to the local private sector

01:22to expand to fields such as manufacturing, launch and satellite service.

01:29Mr. Chairman, the RFP assessment and selection process has been completed in November 2024.

01:38At this time, the government is in the phase of consultation with the selection companies

01:45to ensure that all project needs are met systematically and comprehensively.

01:51In an effort to ensure the effectiveness and success of the PSPJN program,

01:55the government together with the selection companies will hold a value management lab

02:07on today, February 1, 2025.

02:11This meeting will be a platform to discuss in depth the aspects of the implementation of the project

02:18with a focus on optimizing costs and resources

02:24as well as the implementation of early mitigation steps to manage potential risks.

02:30The PSPJN satellite is expected to start operation in 2028.

02:36After the satellite starts operation, the payment of off-take will be made in installments

02:41based on the amount of data received and recognized by the government.

02:46This approach allows the government to ensure proper payment and balance with the value of the data received

02:54as well as encouraging companies to maintain high quality standards in the delivery of satellite data.

03:01This need will be further detailed with the selection companies

03:05during the finalization of the concession agreement document.

03:17My additional question is,

03:19I would like to ask for a further explanation

03:21on the status of the country's readiness in the context of the creation or ratification of the treaty

03:27under the United Nations Commitment on the Peaceful Uses of Outer Space.

03:31What is the government's main consideration in evaluating this statement

03:35and what is the expected impact on the country's space base,

03:39technological development, and the Malaysian population

03:43in international cooperation, especially ASEAN,

03:46in terms of space exploration and use in a safe manner?

03:53Regarding the question of the space treaty,

03:56the Malaysian Space Agency has agreed to ratify and sign two space treaties,

04:04namely the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space.

04:12Including the Moon and Other Celestial Bodies, OST-1967,

04:19and Convention of Registration of Objects Launched into Outer Space, REG-1975.

04:26The ratification of these two treaties is the first step to demonstrate the integrity of the country

04:33in managing its space program, which always emphasizes the aspect of safety and focuses on security.

04:41This statement is also in line with the efforts and commitment to protect the interests of the country

04:47and to give a diplomatic signal to the world, including ASEAN,

04:53that Malaysia is committed to be a responsible country in its space activities.

04:59This will increase the reputation of the country as a new space country,

05:04Space Emerging Countries, with permission,

05:07in addition to being able to be a national security instrument,

05:11especially from space incidents.
