Bismillahirrahmanirrahim. Assalamualaikum warahmatullahi wabarakatuh.
00:03
Bentong Minter, Minister of Science, Technology and Innovation, stated that this year,
00:08
the Uzma-Sat satellite, a high-resolution satellite, has been launched by the Uzma-Bahat group.
00:17
The question is, what is the status during the PSPJN satellite development program
00:24
under MISA and when is it ready to be launched by the club?
00:28
Silakan, Menteri.
00:58
We are committed to satellite development and ensure the involvement of local industries,
01:04
especially in the expertise of human resources and the use of local space technology facilities.
01:11
In addition to minimizing government spending while reducing the risk of technology,
01:16
the PSPJN approach also opens up new potentials to the local private sector
01:22
to expand to fields such as manufacturing, launch and satellite service.
01:29
Mr. Chairman, the RFP assessment and selection process has been completed in November 2024.
01:38
At this time, the government is in the phase of consultation with the selection companies
01:45
to ensure that all project needs are met systematically and comprehensively.
01:51
In an effort to ensure the effectiveness and success of the PSPJN program,
01:55
the government together with the selection companies will hold a value management lab
02:07
on today, February 1, 2025.
02:11
This meeting will be a platform to discuss in depth the aspects of the implementation of the project
02:18
with a focus on optimizing costs and resources
02:24
as well as the implementation of early mitigation steps to manage potential risks.
02:30
The PSPJN satellite is expected to start operation in 2028.
02:36
After the satellite starts operation, the payment of off-take will be made in installments
02:41
based on the amount of data received and recognized by the government.
02:46
This approach allows the government to ensure proper payment and balance with the value of the data received
02:54
as well as encouraging companies to maintain high quality standards in the delivery of satellite data.
03:01
This need will be further detailed with the selection companies
03:05
during the finalization of the concession agreement document.
03:17
My additional question is,
03:19
I would like to ask for a further explanation
03:21
on the status of the country's readiness in the context of the creation or ratification of the treaty
03:27
under the United Nations Commitment on the Peaceful Uses of Outer Space.
03:31
What is the government's main consideration in evaluating this statement
03:35
and what is the expected impact on the country's space base,
03:39
technological development, and the Malaysian population
03:43
in international cooperation, especially ASEAN,
03:46
in terms of space exploration and use in a safe manner?
03:51
Thank you, Mr. President.
03:53
Regarding the question of the space treaty,
03:56
the Malaysian Space Agency has agreed to ratify and sign two space treaties,
04:04
namely the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space.
04:12
Including the Moon and Other Celestial Bodies, OST-1967,
04:19
and Convention of Registration of Objects Launched into Outer Space, REG-1975.
04:26
The ratification of these two treaties is the first step to demonstrate the integrity of the country
04:33
in managing its space program, which always emphasizes the aspect of safety and focuses on security.
04:41
This statement is also in line with the efforts and commitment to protect the interests of the country
04:47
and to give a diplomatic signal to the world, including ASEAN,
04:53
that Malaysia is committed to be a responsible country in its space activities.
04:59
This will increase the reputation of the country as a new space country,
05:04
Space Emerging Countries, with permission,
05:07
in addition to being able to be a national security instrument,
05:11
especially from space incidents.
05:13
That's all. Thank you.
