00:00Today, we have special guests from Silang, Cavite and they are here as part of the celebration of the 31st anniversary of the National Police College
00:12with the theme of Cyber Resilience, Building Safer Communities Together
00:16which gives the important role of our Law Enforcement Agencies in protecting against cyber threats.
00:24And joining us today is Dr. Romeo Magsalos, the Director of the National Police College.
00:32We also have student representatives from the NPC here in the studio.
00:36Lieutenant Colonel Erickson Del Rosario, Fire Superintendent Orlan Antonio and Coast Guard Commander Nazeline Esquillo.
00:46Good morning and welcome to RSP.
00:48Good morning.
00:50First of all, Dr. Romeo, can you tell us what is the meaning of your theme this year, Cyber Resilience, Building Safer Communities Together?
01:06First of all, good morning to all the listeners and of course to the staff who are always ready.
01:12We are thankful for the invitation given to us to be here and to be a part of the celebration.
01:18If the National Police College really has what we are preparing for the 31st founding anniversary,
01:25you know, every day we see that cyber threats are happening in our country and here in the world.
01:39There are always threats that are not always noticed, but there are so many, almost every day, that God has done.
01:48There is cyberbullying, there are complaints, all kinds of things.
01:53And here at the National Police College, as the primary institution where public safety practitioners study,
02:04like the Police, the Bureau of Fire, the PJMP, and the Philippine Coast Guard,
02:12we are teaching how to respond to threats like this and how to respond to complaints that are being made by the public to our officers.
02:25And why did we choose this? Because we want to be capable and know how to respond to our police officers, especially the police commission officers.
02:43Earlier, we already introduced the student officers.
02:48Sirs and ma'ams, how important are the public safety officers in the senior executive corps to strengthen the capacity of our public safety officers?
03:00Yes sir, good morning. Aside from the public safety officers in our senior executive corps, aside from career advancement and promotion,
03:12the National Police College is one of the constituent units of the Philippine Public Safety College and is mandated by law.
03:20This is the Republic Act 6975 as amended by RA 8551.
03:27And this is what provides quality training and education to our commission officers coming from the Philippine National Police,
03:39the Bureau of Fire and Fire Protection, the Bureau of Jail Management and Penalty, and at the same time, the Philippine Coast Guard.
03:48Sir Antonio?
03:50Sir, I agree with what Erickson said. Aside from that, the PSO6 also provides a higher capacity in the field of leadership and strategic management.
04:02Leadership and strategic management is very important, not only in the Bureau of Fire Protection, but also in the Bureau of Jail Management and Penalty,
04:12which implements programs on modernization, particularly on cyber-resiliency.
04:20Okay, Commander Naseline, because today is the 31st anniversary, what are the activities that we can expect to happen?
04:28There are many activities that will happen, but when it comes to our PSO6 schooling, we have a collaboration with the AFP, the PNP, and also with the BFP.
04:41Through these collaborations, we enhance the knowledge sharing, information, and joint trainings.
04:47For this, we will have the emerging threats that we can do our joint activities with them.
04:55Aside from that, what else can we expect for the 31st anniversary?
05:00Good morning. I am Police Captain Lenny Palazan-Rosales.
05:04I am a lawyer with the Philippine National Police Legal Service.
05:07I am a member of the PSOAC Class 2024-29.
05:11For the celebration of the NPC's 31st anniversary, on our first day, we held an opening of our sports fest.
05:24This is to foster camaraderie, sportsmanship, and athleticism among our students.
05:33On the second day, we ran a fun run and zumba followed by Mr. and Ms. Tamang Bihis.
05:39This is to promote professionalism and discipline in wearing police uniforms.
05:49In fact, we have a member here, Mr. and Ms. Tamang Bihis, especially Mr. Tamang Bihis, who won.
05:57He bagged the first spot in our fun run.
06:02At the same time, he was number one in our obstacle course.
06:05Can we talk to them? How was your experience in those activities, like the fun run?
06:11So far, it was good and fun.
06:14I am Police Captain Henry Mariano Kawagas from PSOAC Class 2024-28.
