Ecuador's presidential candidate, Luisa González, of the citizen's Revolution Party presented Wednesday the Kawsay plan, focused on the central highland region of the country, where violence, unemployment, and emigration have worsened.

00:15According to the presidential candidate, the plan includes the construction of a regional

00:19paediatric hospital and the creation of an extended surveillance centre and a special

00:25economic development zone linked to the Latacunga airport.

00:30On the other hand, regarding insecurity, she pointed out how January has been the most

00:34violent month in the country's history, with more than 645 homicides, mainly in the central

00:40highland region.

00:42In order to address this problem, she proposed, as part of the Cauza Plan, to increase police

00:48presence in the area and use advanced technology for intelligence tasks.

00:53We are going to create a special surveillance monitoring centre, a more expanded 911 that

01:02can ensure the security of our brothers and sisters throughout the region, throughout

01:06the central zone, and it will be located in Ambato City.
