00:00A bicycle rider and an e-trike driver were caught fighting on Rizal, who was shot. The gunman was killed.

00:10Raffi Tima has a report.

00:15I was shocked. I told the kids, I'm dead.

00:21The owner of this dashcam video was scared as he was taking his children to school earlier this morning in Montalban, Rizal.

00:27He was stopped by someone running.

00:29One of the two men pulled out a gun and shot the man with the dashcam.

00:34He was shot but was still able to hit the gunman.

00:37The gunman was able to stand up and run.

00:39Dead on arrival at the hospital, the victim was Toto Garcia.

00:43My husband was given justice. He was just a child.

00:48I don't think he committed a crime.

00:51If they were able to hit each other, they were able to run.

00:56It's not a bad thing to go to the barangay because that's the only thing that can be resolved.

01:01According to Mrs. Toto, there was a fight on the road less than an hour before the shooting.

01:06In the CCTV footage, Garcia was seen riding a bicycle when he was caught by an e-trike.

01:10He was taken to the police station until Garcia was shot twice and the e-trike driver was shot.

01:15The e-trike driver was injured.

01:17His family came to Romesvac to help Garcia.

01:20Garcia was able to go to the barangay.

01:23But when he went home, his family was waiting for the e-trike driver.

01:26They arrested Garcia's son while the victim's wife was crying.

01:30When he was about to shoot me again, his mother stopped him.

01:34I turned around to be hit and I was hit in the back.

01:37According to the father of the suspect, the e-trike driver was injured when he was shot twice

01:41so his siblings confronted Garcia and used a gun.

01:45When Garcia was caught, he was already shot.

01:48Why was your son shot?

01:49I don't know, sir.

01:51You don't know that he was shot?

01:53I don't know.

01:54They were helping the authorities to convict the son who was shot.

01:58The Montalban Police is investigating but refused to give a statement.

02:11According to the investigation, the victim was stabbed and stabbed several times

03:21the firearms and explosives division has issued more than 600,000 notices

03:26to renew the license of the gun owners.

03:32the PNP has already confiscated 383 firearms as of January 27.

03:37But Comelec fell victim to the off-land attack during the election period.

03:45but that is not sanctioned by the Comelec and that may be, at this point, illegal.

03:50Comelec's gate should not be the reason for the election

03:54to violate human rights.

03:56What Comelec is suspending is not only the license,

04:00but also the permit to carry outside of residence.

04:03Those two are always in combination.

04:05So, if it's inside the house, it won't be released. There is no violation.

04:09The PNP is defensive.

04:11As part of regulatory power and authority of the PNP,

04:16particularly when we have expired licenses,

04:23the part of our intervention is to go to those who have expired licenses.

04:29Even prior to the start of the election period, we are already doing it.

04:37Comelec continued to print bullets

04:40with the name of 10 aspirants who received a temporary restraining order from the Supreme Court

04:46to print more than 70 million bullets

04:50and to meet the target of 1.5 million bullets per day or more.

04:54The printing is already 24 hours.

04:56If it's higher, it's better for our part because we will remember

05:02that we can't just print quickly

05:06because it's hard to leave those who are verifying.

05:12Now, if it's 2 million, it's good news if it's 2 million.

06:36His car was almost destroyed when eight people were hit by a wing van in Iloilo City.

06:41The driver was injured and the driver of the car is in the hospital.

06:46The police caught the driver of the wing van without a license.

06:50In Alcantara, Cebu, a 12-year-old woman was killed in an accident.

06:54Her mother was hit by a motorcycle.
