00:10In a special episode of the podcast, Basta Da Bowenyo,

00:14there are Filipinos, the former president of Trigo, Duterte,

00:17in the House of Representatives by Cameral Conference Committee Report of the 2025 National Budget.

00:22This came from Davao Congressman Isidro Ungab, who was once the chairman of the House Appropriations Committee.

00:28According to Ungab, there are 13 pages in the By-Camera Report of the 2025 Budget

00:32of the Blancos in terms of the alleged funds,

00:34such as the NIA or National Irrigation Administration Fund,

00:38and PCA or Philippine Coconut Authority,

00:41BFAR or Bureau of Fisheries and Aquatic Resources,

00:44as well as the Small Scale Irrigation Projects Fund,

00:47and Agricultural Machines, Equipment and Facilities.

00:51Most of the Blancos are in the Department of Agriculture Fund.

00:56There are also Blancos in the Unprogrammed Appropriations.

00:59The By-Camera Report is the result of the dispute between the different versions of the House and Senate

01:03regarding the National Budget.

01:05The By-Camera Report of the House and Senate is being ratified

01:08and will be submitted to the President to be signed.

01:10If the General Appropriations Bill of Gab is signed,

01:13it will become the General Appropriations Act or GAA.

01:26It's like the issue of the chicken of the Blancos.

01:28What do you mean?

01:29They will put it, the Secretary or the Director?

01:35What kind of nonsense is that?

01:38That is forcification of law.

01:41Perjury or whatever, criminal action.

01:46You can all go to jail for that.

01:50This is the answer of President Bong Marcos.

02:23There is no part of the 2025 National Budget that is not blamed

02:27before it was signed by the President.

02:29Anyone who looks at the 2025 National Budget

02:32can check the website of the Department of Budget and Management.

02:36You will see that the Blancos have no project, the appropriations.

02:39In the history of the Philippines,

02:43it is not allowed to have an item, the GAA,

02:49that does not state the project and the budget.

02:58So it's a lie.

03:01According to the DBM, under the Constitution,

03:04the General Appropriations Bill or GAAB and not the BICAM Report

03:08are submitted to the President to be signed or vetoed.

03:11The bill submitted to the President is a complete document.

03:14There are no blanks or details.

03:17According to the former Chief Presidential Legal Counsel, Atty. Salvador Panelo,

03:21the former President issued a legal opinion.

03:24Panelo said, if the statements issued by Ungab

03:27that the GAA was signed by those with disabilities,

03:29those with responsibilities may be jailed.

03:32Ungab asked, if there are blank items in the BICAM Report

03:35that are based on the numbers in the General Appropriations Act,

03:39how can the GAA be complete?

03:41Why did the members of the BICAM sign its defective report?

03:46Why was it ratified by the Congress?

03:48Why was it signed by the President?

03:50It's possible that Ungab joined the petitioners asking the Supreme Court

03:54to declare the 2025 budget as invalid and unconstitutional.

03:59For now, the lawyers are preparing to file a complaint about this.

04:03Malacanang said that they are confident that the GAA is complete,

04:08but they cannot stop it from having a commission in the Supreme Court.
