00:05Today, we had a review meeting of our department, Governance Reforms and Grievance Redressal.

00:14And I think it is a very important department because we provide about 438 services to 3 crore people in Punjab through these service centres.

00:26Today, we had two meetings. One was a review meeting of the Board of Governors.

00:33And the second meeting was a review meeting with all the 23 Deputy Commissioners of Punjab

00:38to monitor the pendency of the service centres.

00:44And the main agenda of the meeting was to make a landmark decision.

00:55Because today, cyber security has become a very important issue world over.

01:04Cyber attacks have become very common.

01:08So, in order to maintain this, we are going to establish a security operation centre.

01:19It will be established in the next five years and the maintenance cost will be about 2.5 crores.

01:27It will be one of the best IT systems in terms of cyber security in the world.

01:38If it happens, it will be of Punjab.

01:41For this, we have taken an in-principle decision that with the cost of 2.5 crores,

01:45we will establish a security operation centre to avoid cyber attacks.

01:53So that all the departments of Punjab can avoid cyber attacks.

02:01We hold meetings from time to time to review the pendency of the service centres.

02:07All the officers and deputy commissioners of my department participated in this.

02:13And I am happy to say that like every time,

02:18this time also, we calculate the pendency.

02:24If the government is going to provide a service in three days,

02:27or in a week, or in 30 days, or in 45 days.

02:30If the work is completed in the remaining days,

02:35if it takes longer than that,

02:39then it is counted in the beyond mandated timeline pendency.

02:46And I am happy to say that the pendency is only 0.17%.

02:54That is in the whole of Punjab.

02:56If 100 people have come to the Punjab government for work,

03:02then it is 0.17%.

03:04That is one person's work.

03:05If it is not completed in the remaining days,

03:08then in the remaining days, we provide the services.

03:12It is also important to say that this pendency is one of the lowest in India.

03:21And about six months ago, the government of India

03:24honoured the Punjab government for this.

03:28We won the first prize in this.

03:31The government is providing very good services in a smooth manner.

03:36It is important to mention that in June-July 2011,

03:41when our government did not come,

03:43this pendency was generally around 0.8%

03:47which we reduced to 0.17%.

03:52Apart from this, there were many landmark decisions

03:56that we made in the past.

03:58In order to provide these services in a smooth manner,

04:02in today's date, all the Patwaris of Punjab have been on-board.

04:09And about one and a half months ago,

04:11we started the process of on-boarding the MCs,

04:14Numbers and Sarpanchs.

04:18About 70% of them have been on-board.

04:20The remaining 30% will also be on-board by January 31.

04:26Along with this, the Sarpanch will send an online message to the Patwari.

04:31If a person has applied for a caste certificate, income certificate or pension,

04:37then through all the processes,

04:39they will be taken to the service centre.

04:41Through all the processes,

04:43when the Patwari has to confirm with the Sarpanch or the MC,

04:48then they will be sent a message on WhatsApp.

04:50They have to say yes on WhatsApp.

04:52So that the service can be delivered to the person as soon as possible.

05:01With this service, Punjab has become the first province in the country.

05:08And apart from this,

05:10two or three other good initiatives are being taken by the department.

05:16With this, the people of Punjab will get a very big benefit.

05:22Before this, there was another big initiative.

05:25People used to go to apply,

05:27and then later they used to go to the certificate service centre to collect.

05:31That process also ended.

05:33In today's date, in just 8 months,

05:36we have to provide services to about 10 lakh people.

05:42On WhatsApp, SMS, QR code,

05:46they go, you scan it,

05:48and they get the certificate at home.

05:51So a lot of initiatives of the Punjab government,

05:54have been taken for the benefit of the people.

05:57So today, there was a review meeting,

06:00and all the DCs were told,

06:03that if you have 0.17%,

06:07we will bring it down to 0 in the coming days.

06:12Our department promises to provide these efficient services.
