00:00Today, in Caracas, Maduro has violated the constitution and the sovereign will of the Venezuelans expressed on July 28.

00:11He consumes a coup d'état. He crowns himself dictator.

00:16He is not accompanied by the people. He is not accompanied by any government that respects itself as democratic.

00:24Only the dictators of Cuba, the Congo and Nicaragua.

00:29I continue to work on the conditions for my entry into Venezuela and to assume, as the constitution commands and the people have ordered me,

00:38the presidency of the Republic and the command in chief of the National Armed Forces.

00:46I represent the will of almost 8 million Venezuelans within the homeland

00:52and that of millions of compatriots who were prevented from voting abroad.

00:59And I have the duty to defend that commitment.

01:04As Maria Corina Machado said, the decision to close the borders of the country

01:11and to shield the military planes that guard the airspace, they sought to do with me, in the air,

01:18what they did yesterday against our leader, where, unfortunately, an innocent man was injured.

01:26This only speaks of their cowardice and their absence of scruples.

01:31But soon, very soon, even if they do what they do, we will be able to enter Venezuela and put an end to this tragedy.

01:42I am very close to Venezuela. I am ready for safe entry and, at the right time,

01:49I will hold the votes that represent the recovery of our democracy.

01:56We are coordinating all the essential factors to guarantee the return to freedom soon.

02:05We will continue to coordinate with that international democratic community

02:10who have responded to our call and who are still fighting with us.

02:16Just one day like today, we received the recognition of Israel,

02:21multinationals were sanctioned and the wave of support continues to grow.

02:29To our democratic friends, thank you very much.

02:33As Commander-in-Chief, I order the high military command to ignore illegal orders

02:40given to them by those who seize power and prepare my security conditions

02:47to assume the position of President of the Republic entrusted to me by popular sovereignty.

02:54The soldiers of our National Armed Forces are part of the same people

03:00and to whom they owe obedience through me.

03:04Well, today I am President-elect of the Bolivarian Republic of Venezuela

03:09and thanks to a majority of votes expressed in the polls

03:14and to the military and police forces, I order them to cease repression.

03:21To the national institutions, I say, for the peace of the Republic,

03:26you must ignore the illegitimate regime that has attempted to confiscate power again.

03:34In your hands is the institutionality of the nation that embraces you and your families,

03:41the noble Venezuelan people and the parents and grandparents who look forward

03:47to the return of their children and grandchildren who have planted hope in us.

03:52I promise you that we will not fail you.

03:55Our liberating father instilled in us the spirit of struggle and sacrifice for freedom.

04:02Freedom always defeats tyranny and is the work of constancy.

04:10I express my gratitude to the governments that recognize me as President-elect,

04:16to those who have not done so.

04:18I remind you that at this critical time, in the struggle for freedom,

04:23there is no room for neutrality.
