00:29Marcos earlier said he was working to restore what DEP had asked for, but it's unclear if
00:33Marcos would tweak PhilHealth's subsidy.
00:36Budget watchers say the zero subsidy for PhilHealth will violate the Syntax Law, which allocates
00:41excise tax collections for the implementation of the Universal Health Care Act.
