How can the European Union tackle ‘brain drain’?

Our reporter Julián López has travelled to Portugal to investigate the reasons behind, and consequences of, brain drain there - and the possible solutions being explored.

This week I've travelled all the way to Lisbon, Portugal,

to talk to you about brain leakage.

It's a real challenge, both for this country

and for the whole of the European Union,

especially for young people and students
00:19
currently being trained on university campuses like this one.

Brain leakage is the departure of qualified workers
00:34
in search of better wages or living conditions and work.

The places that host this highly educated workforce prosper.

But what about the regions left behind?

They become what are called talent development traps.

The qualified workforce is reduced,

productivity decreases,
00:56
higher education is decelerated,

demography suffers.

This becomes a loop that forces new generations of young people

to think about emigrating.

According to the European Commission,

this situation affects 82 regions,

almost 30% of the population of the European Union.

Portugal is a clear example of the current challenges

and the possible solutions that are being explored.

30% of Portuguese young people live abroad.

70% of Portuguese immigrants are under 40 years old.

To retain qualified young people,

the Portuguese government has launched a plan

to cut taxes on workers between 18 and 35 years old.

The Portuguese government considers that this measure

can help up to 400,000 young people.

However, the initiative has not served to dissolve young people

like Constança Pijoal.

In the early hours of the afternoon,

a second day of work begins for the couple,

They are looking for a house to rent 14,000 km away.

with much better conditions than the one she enjoys in Portugal.

a salary considerably higher than here,

meaning that I will have more purchasing power than here.

If we wanted to live alone, we wouldn't have one.

Like many young people here,

Constança and Joao see Portugal as a land of poor unemployment,

low wages, high taxes,

unaffordable housing and poor working conditions.

In my area, there is a lot of brain drain,

I don't want to call it slavery,

but there is a lot of pressure,

many hours of work and little rest,

which is a factor that leads many young people to want to leave Portugal.

In addition to frustration,

I think our generation is already starting to go through this,

it's getting annoying.

I feel that I love my country, I really do,

and for me, if I had the right conditions,

I wouldn't hesitate,

if it weren't for my experience, I wouldn't hesitate to stay here.

In addition to resigning from his current job in a German company,
