00:25The General States of ONT,

00:28The National Observatory for the Protection of the Sea, which for this edition of 2024

00:32focuses on the energy challenge towards the self-sufficiency of the country,

00:36the new frontier of renewable energy offshore.

00:39Today, on the occasion of the General States of the National Observatory for the Protection of the Sea,

00:43we once again had the meeting by entities, institutions and associations

00:49on a very important topic, that of the energy transition,

00:53in particular of offshore plants.

00:56And so, even in this case, the Observatory has revealed

01:00a very important element of conjunction of all these activities.

01:06The future of the Observatory is to gather even more of these energies

01:10that we have around the sea,

01:13try to unify as much as possible the idea of a sustainability

01:19of all the activities that can be done,

01:21from port activities to those of tourism, those of fishing,

01:24to those of the energy that we are talking about today.

01:27The debate has drawn attention to what could be

01:30the contribution of the sea cluster, not only for the energy sector,

01:34but also for the innumerable other challenges that Italy is facing today.

01:38The sea is fundamental for those nations, like Italy,

01:43that make the maritime economy one of the main sources of internal energy.

01:51As everyone knows, about 90% of the traffic of all goods

01:56has a port on the sea.

02:00And so that the sea is safe and usable by the entire maritime cluster,

02:09the military marines have the task of making the maritime area

02:17safe and usable by everyone.

02:20We are in a global context in which energy transition

02:24is an essential priority.

02:26Italy must take advantage of the opportunities offered by renewable energies

02:30to guarantee energy security, environmental sustainability

02:33and economic competitiveness.

02:35A theme that also involves the sources of the PNRR.

02:38It is a fundamental asset.

02:41Initially there was an ideal mismatch between PNRR and PNIEC,

02:47almost as if PNRR meant infrastructure and PNIEC energy.

02:53Today these two categories are somehow merging.

02:57We have many plants for the production of energy from renewable sources

03:01that access PNRR funds.

03:03This opens up a new perspective that requires great attention,

03:08not only on the quality of environmental assessments,

03:11but also on the consistency with the access times to financing.

03:15There are more than 1,000 protected areas in our country,

03:18a natural heritage that includes 24 national parks,

03:2230 marine and protected areas, 149 state natural reserves,

03:27149 regional parks, 450 regional reserves and 5 geomineral parks.

03:33A huge wealth for Italy that needs careful planning

03:37aimed at protecting the environment and sustainable economic development,

03:42precisely to stimulate a moment of confrontation.

03:45In this regard, the National Library of Rome will host

03:48the General States of the Italian Protected Areas on December 17th and 18th.

03:53An event organized by the Ministry of Environment and Energy Security

03:57in collaboration with Federparchi Europarchitalia.

04:01The first moment where we are going to add up

04:04all that is a huge national heritage,

04:07in this moment classified, starting from the parks,

04:11from the history of this country, the great national parks,

04:16then the regional parks, of course the protected marine areas,

04:20which are the basis for reaching international goals.

04:24We have an international commitment to reach 2030

04:2830% of the land area, 30% of the protected marine areas.

04:33We are at 30 billion square meters.

04:36This is our wealth, it becomes a wealth of environmental heritage,

04:41it becomes a wealth of cultural heritage,

04:44it becomes a wealth of tourist attraction and therefore of economic benefit.

04:49On the table of the General States of the Protected Areas

04:52there is also the theme of Law 394 of 1991,

04:56a law that states the fundamental principles

04:59for the institution and management of the protected natural areas

05:02in order to guarantee and promote in a coordinated way

05:05the conservation and valorization of the natural heritage of the country.

05:09An excellent law, we would miss something else,

05:11but we have to set goals.

05:13The possibility that all the protected areas

05:16dialogue with each other.

05:17The possibility to also do a scale economy, which is important,

05:19that is, to try to economize within these contexts

05:23to produce resources that can be used in other contexts.

05:28The possibility, above all, to go and think

05:33about new objectives

05:35that concern the administrative aspects of the protected areas,

05:38that is, a greater administrative flexibility.

05:41We just want to represent this problem,

05:44but for the solution we expect that the proposals

05:47come directly from these two days.
