00:26worth of P178 million pesos to residents of Tondo, Manila.

00:31Hundreds of families in Baseco Compound in Manila received two kilograms of mackerels.

00:37According to the Department of Agriculture and our customs,

00:41they saw that the papers were incomplete and the payment was incomplete.

00:47That's why the government started it.

00:51That's how it happened.

00:54But as you can see, it's still in the freezer.

00:59It's a waste. It's a scary fish.

02:17our regular citizens.

02:22these kinds of systems to continue.

02:25Before the distribution, the Executive Board

02:28inspected the container vans

02:30that contained the confiscated fish.

02:33Here, the President gave a directive

02:35to the relevant government agencies

02:37to monitor the implementation

02:39of the Anti-Agricultural Economic Sabotage Act.

02:42Especially the smugglers that smuggle

02:44to the market in the Philippines.

02:46This is the whole chain

02:51that we need to break.

02:53And this is, as I said,

02:55is the first case under the new law

02:58of the Anti-Agricultural Sabotage Act.

03:03So, I've spoken to our Bureau of Customs,

03:10I've spoken to the Department of Agriculture.

03:16The smugglers from the 21 containers

03:19that were tried to enter the country

03:21were caught by the Bureau of Customs

03:23due to a lack of documents.

03:25In particular, the sanitary and phytosanitary

03:28import clearance from the Bureau of Fisheries

03:30and Aquatic Resources.

03:31Aside from the distribution today,

03:33the smugglers were also able to distribute

03:35to other parts of the NCR,

03:37including Regions 3 and 4A,

03:39where 150,000 families are expected

03:42to benefit from the distribution.

03:44In September, frozen mackerels were caught
