Over 500 complaints have been lodged with the Independent Police Conduct Commission (IPCC), says Home Minister Datuk Seri Saifuddin Nasution Ismail.

He told a press conference at the World Trade Centre here on Tuesday (Dec 3) that some of the complaints were repeats of police cases that had been investigated, including those with outcomes the complainants did not agree with.

00:00Assalamu'alaikum warahmatullahi wabarakatuh,
00:03Media colleagues.
00:04Today, I am accompanied by Tan Sri IGP, Tan Sri Raza Rudin,
00:08and also IPCC Chief Dato' Zul, Dato' Halim from KSU Keselamatan.
00:16Today, we launch IPCC,
00:21an initiative that combines IPCC, Police, Friends and Collaborators,
00:28carried out by the Honorable Chief Minister.
00:33As I said in my speech,
00:35the document has been approved by both courts in 2022,
00:42and in July last year,
00:45IPCC took off.
00:50For the record,
00:51in the IPCC complaint management cluster,
00:54from 22 November to last week,
00:59IPCC has received 529 complaints.
01:03When they receive it,
01:05the complaint must be handled according to the document.
01:10The document states,
01:13if it is related to the element of corruption,
01:18IPCC must be channeled to SPRM.
01:21If the complaint is related to a clear element of power,
01:25criminal by nature,
01:27it must be handed over to the police.
01:29But if the complaint complies with the definition of power
01:37allowed by the IPCC,
01:39it must be investigated.
01:41Only then will it be investigated.
01:45Out of the 529 complaints,
01:48140 were submitted prior to the authorization of Article 839.
01:54Prior to the IPCC's operation,
01:58there were already a number of complaints.
02:00So there are 140.
02:02Even though it is new,
02:04it has managed to develop a complaint management system
02:09and investigation control system.
02:12The acronym is SPICS.
02:14Sistem Pengurusan Aduan dan Kendalian Siasatan.
02:19Secondly,
02:20the IPCC often holds roundtable sessions
02:25with various experts in various fields.
02:32I mentioned earlier,
02:33they are not only in charge of complaints and investigations,
02:36but also their role as free supervisors
02:39in the context of goodness and welfare,
02:41officers and police officers.
02:44So those are some of the things
02:47that I would like to share with the audience.
02:52Is that okay?
02:53Yes.
02:54Out of the 529 complaints,
02:56can you talk a bit about the definition of power?
03:00Okay.
03:03In the parliament,
03:04I have answered this many times.
03:05I will try to recall.
03:07I will mark it down again.
03:08But in this text,
03:09I cannot recall
03:10because the number has changed.
03:12But in terms of category,
03:13I can verify it.
03:14There is a complaint
03:16that is in the form of one,
03:18they have already complained.
03:20Then the complainant felt that there was no action.
03:23So they raised the complaint again.
03:25Meaning,
03:26the complaint that was raised
03:27is a repeated complaint
03:29on a case that he said
03:31the police or IPCC did not complete the investigation.
03:35One category.
03:36Meaning,
03:37he followed it.
03:38He followed it.
03:39That is a good thing.
03:40There is also another type of complaint.
03:42He has made a complaint.
03:43The complaint has been completed.
03:44It has been investigated.
03:45We make a decision.
03:46The complaint is in a case
03:47that we consider to be shallow.
03:49For example,
03:50the complainant is not satisfied
03:52because of a personal conflict
03:54with a police officer
03:56who is on duty at the police station
03:57next to his garden.
03:58For example,
03:59it is shallow.
04:00This is shallow.
04:01In this text,
04:02it is classified as shallow.
04:04Sometimes,
04:05some people
04:06give greetings
04:07without answering.
04:08It is like that.
04:09This is the shallow one.
04:11It is long.
04:12This text is complete.
04:13It is shallow.
04:14It is defined.
04:15So,
04:16that is one type of complaint.
04:17There is another complaint
04:18that is clearly
04:19in the SPRM domain.
04:21Or,
04:22it is indeed
04:23a police investigation domain.
04:24A new case
04:25that they investigated.
04:26Actually,
04:27they can continue
04:28with the police complaint.
04:29But they went to the IPCC
04:30which also took the complaint.
04:32So,
04:33the IPCC channeled it to the police.
04:34Why?
04:35Because it is classified
04:36as a criminal element.
04:37Of course.
04:38That is
04:39the third cluster.
04:40Okay?
04:41The fourth cluster
04:42is strictly
04:43under the
04:44responsibility of the IPCC.
04:46It is related to the law.
04:48Yes.
04:49It is there.
04:50So,
04:51from the point of view
04:52of complete evidence
04:53and other types,
04:54I need to notice.
04:55It is like a police station.
04:56I need to notice.
