Wiring on bus involved in fatal electrocution did not comply with safety standards, says Loke

Faulty electrical wiring on an express bus, which caused the tragic death of an 18-year-old passenger due to electrocution, did not comply with safety standards, Anthony Loke revealed on Wednesday (Nov 20). 00:00According to an accident report of an 18-year-old teenager who died due to an electric shock in a bus express on November 1,

00:12the Ministry of Transport on November 4 established a special task force to investigate this incident.

00:20This special task force is chaired by the Ministry of Transport and is also chaired by the Road Transport Agency,

00:26the Malaysian Institute of Road Safety Research, MYROS, Suruhanjaya Tenaga,

00:32Standard and Industrial Research Institute of Malaysia, SIRIM, and Puspakom.

00:38The special task force found that the electrical wiring on the bus was not in order,

00:44where the wiring connection from the output of the distribution box or DB to the socket wiring was installed in reverse.

00:53In addition, the use of electrical equipment used in the bus also did not meet the standard of goods distribution.

01:02The installation of the electrical wiring on the bus was also carried out by an unauthorized party by Suruhanjaya Tenaga.

01:08Although the structural components of the bus comply with the approved technical plan and have been approved by Puspakom on 20 May 2024,

01:17the safety aspect of the electrical wiring must be given immediate attention.

01:22This is because it avoids any risks that could threaten the safety of users.

01:29As a preliminary step and a regular procedure,

01:32the Ministry of Transport through APAD has issued a letter of explanation to the Bus Express Control Authority,

01:38namely the Menanjung Bus Express Consortium, on November 4.

01:42On November 5, JBJ carried out an investigation and inspection of the bus body at Butterworth, Penang Island.

01:50This investigation was also attended by Suruhanjaya Tenaga and the Malaysian Bomber and Rescue Bridge.

01:56On November 6, representatives from Suruhanjaya Tenaga, JPJ, Myros, Sirim and APAD also carried out an initial inspection

02:03at the Premis Syarikat Pembuat Bus Teribat or Kus Buda in Beranang, Selangor.

02:09The investigation report on the source of the incident has been provided by the Special Task Force.

02:15The full investigation report will be presented by the Special Task Force to the Ministry of Transport.

02:21Next, APAD has also confirmed that another bus of the same owner

02:26also has the same electrical wiring specifications.

02:30In connection with that, on November 7,

02:32APAD has issued a suspension letter while the bus operation is underway

02:37until further investigation is completed by the Special Task Force.

02:43In that, APAD has taken immediate action by issuing a letter of information to all bus operators on November 6

02:50to stop the use of all 3-pin electrical sockets in the bus as well as the meter.

02:57This instruction is in accordance with the new additional permit guidelines and guidelines issued by the Ministry of Transport.

03:05For the inspection process,

03:07APAD also obliges new and existing bus operators to issue a report or seizure decision,

03:14additional permit inspection,

03:16by the inspection and testing bodies accredited by the Malaysian Standard Office,

03:22and additional permit and electrical equipment,

03:25such as cables, aluminum sockets, stoppers, fuel lines and others,

03:29which are used by all commercial vehicles,

03:33which are approved by the inspection and testing bodies accredited by the Malaysian Standard Office.

03:41Next, to avoid any risks that endanger the safety of users and prevent such incidents from occurring in the future,

03:49the Ministry of Transport has taken steps to improve

03:52to ensure compliance with stricter safety requirements,

03:56including a stricter control of electrical equipment and equipment related to vehicles.
