00:00And what about the future president?
00:01Well, you can have any attitude toward him, because
00:06during his first iteration as president, he was dubbed as
00:09mostly a businessman, that he is not very
00:12well-versed in politics.
00:14He can make a lot of mistakes.
00:15But from the outset, I can tell you that his behavior
00:20when there was an attempt on his life, I was impressed.
00:25He is a courageous person.
00:30And it's not just about the hand he raised and his call
00:36to fight for their common values and ideas.
00:41Of course, there was a rush of adrenaline.
00:44But a person shows their true color in these emergencies.
00:50And this is precisely one of those cases.
00:52And I think he acquitted himself admirably in a valiant
00:57fashion as a man.
01:01As far as politics is concerned, I don't know,
01:04during his first presidency, I don't know whether he's going
01:06to hear that.
01:08But I think I'm going to say that regardless.
01:11I think he was harassed by everyone on all sides.
01:15He bullied.
01:16He was afraid of making a step to the left or to the right,
01:20saying the wrong thing.
01:22I don't know what's going to happen right now during his
01:24new presidency, because this is going to be his last
01:27presidency.
01:29Whatever he does, it's up to him to decide.
01:33But what he's been saying publicly up until now, I would
01:38be loath to comment on what was said during the electoral
01:41campaign, because that was a deliberate thing,
01:45to fight for votes.
01:47But regardless, what he said about his desire to rebuild
01:53relations with Russia, to facilitate an end to the
01:57Ukrainian crisis, I think this deserves attention, at
02:04the very least.
02:06And I would like to take this opportunity to offer my
02:09congratulations on his election as president of the
02:11United States.
02:12As I said before, we are going to work with any head of state
02:17that is going to garner the trust of the American people.
02:20But we need to go back to that system of mutual
02:23trust with time.
02:26I don't know, we can discuss it until early hours of the
02:28morning, but it's the first step to create a single
02:33Eurasian security system.
02:36Is it possible or no?
02:38Chancellor Kohl, whom I spoke about at the beginning, said
02:43that it's not just necessary, but it's an imperative.
02:47And I share his point of view.
02:50Mr. President, why do you think that Chancellor Kohl was
02:54more genuine than Chancellor Merkel, whom you mentioned
03:00later during the Minsk process?
03:02Well, there were the three of us sitting down in Bonn.
03:06That was back in Bonn.
03:08The government of Germany was in Bonn.
03:12And we simply talked to each other.
03:14Madam Merkel, Chancellor Merkel, she spoke under certain
03:19social pressure and during a crisis.
03:21As far as the possibility for establishing our relations
03:25with the U.S. is concerned, we're open to these
03:27possibilities to a large extent.
03:30The ball is in the U.S.'s court, because we were not the
03:33ones to start relations with them.
03:36We did not introduce any restrictions or sanctions
03:41against the U.S., nor are we facilitating any armed
03:51conflicts in the territories and their proximity.
03:54We've never sought anything like that.
03:56And I would like to say that we've never done anything like
03:59that in practice.
04:00We do not quite see why the U.S.
04:02seems it has the right to do that.
04:04And we are hopeful that at the end, they will come to
04:07realize that they'd better refrain from doing that,
04:10because that's what they should be doing if we do not
04:13want any global conflicts.
04:14But the President-elect of the U.S., President Trump,
04:17spoke along similar lines.
04:19So we'll live and see how it plays out in reality, keeping
04:24in mind, of course, that such an institution as the
04:28presidency of the U.S.
04:32is bound by certain obligations, by certain
04:35responsibilities.
04:37The President of the U.S.
04:38has died, to a certain extent, to those people who helped
04:42him arrive in power.
04:45In the past, Jacques Chirac said, what kind of democracy
04:48can we talk about in the U.S.?
04:49Because without a billion, if you don't have a billion U.S.
04:52dollars in the pocket, you shouldn't even entertain the
04:55thought of participating in the elections, let alone
05:01participate in practice.
05:02And those people who provide those billions, they
05:08participate in building the future team.
05:11And if they delegate someone, they have a lever for
05:15exerting influence upon those people who will be part of
05:19that team.
05:21So it's important to see whether the President-elect
05:28manages to build good relations with this so-called
05:32deep state, and also build contacts and relations with
05:36the voters.
05:38If he keeps his promises, his authority is growing.
05:43And he can use that authority to become an independent
05:48political figure, even in his relations with those influence
05:52groups that helped him arrive in power.
05:55It's a very complex process.
05:57What's going to happen in the U.S. is something we cannot
05:59tell for sure.
06:00But I'm hopeful that our relations with the United
06:02States of America will be re-established at a certain
06:06point in time, and we are open to that.
06:09Do we understand if there is neutrality, then we could talk
06:13about borders.
06:19If there is no neutrality, then it's difficult to imagine
06:26any kind of good neighborly relations between
06:30Russia and Ukraine.
06:31Why is that?
06:32Because that would mean that Ukraine would be constantly
06:37used as a tool in someone else's hands, to the
06:41detriment of Russia's interests.
06:46So basically, the basic conditions for normalizing
06:52relations would not be there, and the situation could take
06:55an unpredictable turn.
06:58We would very much like to avoid that.
07:01Quite the contrary.
07:02What we want is building an environment for a durable
07:11settlement.
07:13We want Ukraine to be a truly independent sovereign state,
07:18rather than being a tool in the hands of some third
07:23nations, used by them to further our own interests.
07:27Don't miss out.
