Quad-comm chairman: More seized drugs, way less killings under Marcos anti-drug drive

President Marcos' anti-narcotics campaign resulted to the confiscation of more illegal drugs but with significantly less bloodshed compared to the previous administration of Rodrigo Duterte. 00:08These numbers are from the official PNP reports as published both then and recently, last

00:14October 21, and not just made-up stories by the Quadcom.

00:19Ikumpara po natin ang unang dalawang taon ng Duterte at BBM administration.

00:25Tinan po natin ang total ng krimen o tinatawag na index crime volume.

00:32Sa unang dalawang taon po ng Duterte administration ay nakapagtala ito ng 217,830 na krimen.

00:42Samantalang sa parehong panahon naman sa BBM administration, ang krimen ay bubaba ng

00:49napakalaki.

00:5183,059 o nangangalugan na pagbawas ng 61.87% sa index crimes.

03:20Here is a detailed comparison of the first two years of the administration's campaign.

03:35Duterte's anti-drug campaign was characterized by an aggressive, highly visible approach involving

03:42frequent operations and a high fatality count.

03:48His administration focused on eradicating drug activity at all levels, which led to widespread arrests

03:57and significant drops in crime, but also raised concerns over human rights and due process.

04:03In contrast, the Marcos administration appears to have adopted a more refined approach

04:10with an emphasis on improved crime-solving rates and efficiency in enforcement.

04:15The significantly lower number of fatalities coupled with large drug seizures and high-value arrests

04:22suggests a strategic pivot towards disrupting drug networks through focused, intelligence-driven operations.

04:31This approach may reflect a more sustainable model aiming to dismantle supply chains

04:38rather than focusing on sheer arrest numbers or area saturation tactics.

04:46In conclusion, both administrations achieved reductions in crime and drug-related offenses,

04:54but the Duterte administration's approach was more intensive and controversial

04:59with high casualties and widespread operations.

05:03The Marcos administration has made efforts to continue the campaign with fewer fatalities,

05:09a higher concentration on strategic arrests, and increased operational efficiency,

05:15suggesting a potential shift towards a more systematic and less violent anti-illegal drugs approach.

05:23The numbers mentioned above are real numbers.

05:26To tell the truth, we do not know the real events behind these numbers until our investigation began.

05:36It is said that most of the deaths were committed by vigilantes,

05:46who are not yet identified while the survivors are victims of legitimate police operations

05:54where the victims were said to be fighters.

05:58From the testimonies that have been released to our listeners,

06:03it has been shown that it may be the result of the manipulation of operatives or the police

06:10that forced the arrested to fight in order for them to be killed.

06:17In the statement of the former President Duterte to the Senate,

06:21he said that he truly told the police to encourage the fighting suspects

06:31in order for them to be killed and for the problem to end.

06:37It is more alarming to hear that operatives or operatives who are on the list of drug personalities are being manipulated or rewarded.

06:48This cannot be denied because many have said,

06:52including the former Special Assistant to the President, who is now Senator Bongo,

06:57in his previous interviews about the war on drugs,

07:02that the so-called narcolists may be added at will whether or not the person is a drug personality,

07:17as in the case of General Wesley Barayuga, whose name was added to the list way after he was killed.

07:25There are those who say that it is good that those who were killed are good

07:30because the drug lords were the ones who were killed or the addict criminals.

07:35However, in our investigation, it turns out that there are other drug lords who were killed,

07:43but only a few, while there are many big drug lords who continued their activities

07:51and were protected by the government and were given titles instead of being investigated.

07:59There are thousands of people who were killed, including tricycle drivers,

08:03homeless people in the streets, construction workers,

08:07and ordinary people who have nothing to eat and have nothing to fight for,

08:12and people who have nothing to fight for, and people who have nothing to fight for.

08:15Are these the drug lords?

08:17They have nothing to eat. Are they drug lords?

08:21Innocent children like Kian De Los Santos,

08:25if you are followed, you are in danger.

08:28All the dead have equal rewards.

08:31Who does not want our countrymen to be safe from these evil elements?

08:37However, if the ones who were replaced by these evil elements are the authorities who are looking for life,

08:44it is more frightening to walk on the streets and be with the missing persons or unsolved homicide cases.

08:53Let's assume that the addicts are the ones who were killed.

08:57Why did we spend hundreds of millions on building drug rehab centers if we are only going to kill them?

09:05Is this the reason why our mega rehabilitation center in Nueva Ecija was not used in full capacity?

09:16If you are a drug addict, do you not have the right to live because you have no use for life?

09:23The ones who were killed are fathers, mothers, children, siblings, grandchildren,

09:29and family members who have loved ones.

09:32We heard their cries here.

09:36They are pitiful and hopeless.

09:39It is really sad that human lives were lost and wasted just to prove a point that we are against illegal drugs.

09:46The right to life is paramount as it is God-given and precedes all other human rights.

09:53Without life, there can be no rights.

09:56Quadcom will not sit idly by in the face of all these discoveries.

10:00We intend to get to the bottom of all these issues fairly, honestly, and truthfully.

10:07We ask for your full trust.

10:10We are not just accusing because of politics or whatever.

10:14You are the judge.

10:16You are the judge.

10:18We are just laying out our information and truth based on testimonies,

10:26real events, and documents that we have collected in our investigations.
