00:00Let's update on the situation in the province of Cagayan where several places in the province have raised the signal number 3 and 4.

00:06Let's talk to Cagayan PDRNMO Head, Roweli Rapsing.

00:10Thank you for inviting us here for Panayam in Balitang Hali.

00:15Good morning, sir Rafi and to all the viewers of your program.

00:20How is the weather in Cagayan right now?

00:23Well, the northern portion has raised the signal number 4.

00:29And right now, our coastal municipalities are experiencing gusts of more than 180 kilometers per hour wind.

00:40And there is a light rain to moderate rain.

00:45That's a bit strong.

00:46Has the storm surge been observed in the coastal areas?

00:51Yes, the water levels in our coastal municipalities are increasing, especially in Santa Ana and Gusaga.

00:59And somehow, since yesterday, our evacuation efforts were successful and the evacuees are now in a safe place.

01:09How many families were saved from your pre-emptive evacuation?

01:14Since yesterday, out of 29 towns, 21 municipalities reached us with their initial report.

01:28And this is in 156 barangays.

01:33And almost 18,000 individuals were saved, more than 5,000 families.

01:42What are the areas that you are monitoring in the province?

01:47Well, we're actually monitoring the entire province, sir Rafi.

01:51Because there are three secondary hazards brought by this typhoon Marsesh.

01:59These are floods, rain-induced landslides, and the storm surge.

02:06And the province is highly susceptible to floods and rain-induced landslides and storm surge as well.

02:17How is your water supply, food, and other necessities?

02:20Especially since this is the second typhoon that you've experienced in Cagayan.

02:25That's true.

02:27Right after the pre-disaster risk assessment of the Office of Civil Defense on Monday,

02:33we immediately advised all MDRMOs to conduct their PIDRA and assess their stockpile,

02:45their evacuation sites and evacuation processes.

02:51So there are no barangays or local government units that have requested the provincial government

03:00in replenishing their stockpile.

03:03Okay.

03:03Are the damaged roads affected by the typhoon Marsesh?

03:13Not really, sir Rafi.

03:14Because of the reported damages to the roads, those are just barangay roads.

03:21Okay.

03:22Still, all of our major roads and bridges are passable.

03:26What's good, if I may say so,

03:29is that because of the typhoon, I'm sure your residents immediately responded to your call for evacuation.

03:37Yes, sir.

03:37Because of the bad times that are happening in our province,

03:42our constituents are used to being evacuated and brought to evacuation centers.

03:49We are thankful to the government for deploying our uniformed personnel to all of our residents in our province.

04:14More than 8 hectares of banana plantations in Antipas, Cotabato were damaged by the strong winds and rains.

04:34The damage resulted in the loss of 1,000 banana trees from a resident's 2-hectare farm.

04:44more than 5 million pesos were lost while 15 banana farmers were affected.

05:42Based on the NEDA, the GDP growth rate of the Philippines is higher than that of Indonesia, China, and Singapore.

05:49According to the PSA, wholesale and retail trade and construction are the biggest contributors to the decline.

05:55Financial and insurance activities also contributed to the decline of the economy.

06:00Meanwhile, the agricultural sector contracted or shrunk by 2.8% in the third quarter of the year.

06:08The production of rice decreased by 12%.
