00:23Good afternoon Asec Dale and good afternoon to all of our listeners

00:27Usec, let's start with the distribution of equipment for the construction of houses

00:32of the residents of Baguio-Batangas

00:36How is this and what are the contents of the housing kits?

00:40Yes, yesterday we wanted to inform our countrymen

00:44that the DSUD along with other government agencies

00:49and led by our President Marcos went to Batangas

00:53They went to Talisay, Laurel, Agoncillo and other cities

00:58and there, as I mentioned, the DSUD was divided into housing materials and essentials

01:04We call it HOME

01:06We received a donation from the private sector

01:10and those were bought and distributed as housing materials

01:16to our countrymen who were affected

01:18Aside from that, we will provide assistance to our countrymen

01:26because we still have a program, as you mentioned,

01:29the Integrated Disaster Shelter Assistance Program

01:32Usec, will this be distributed to the residents of Baguio and other places?

01:40And what else is the DSUD doing for the housing of the residents of Baguio-Batangas?

01:45Usec Dale, I would like to take this opportunity

01:50because this is important, our countrymen are watching us

01:54what other assistance is the DSUD providing

01:58We have what we call the Balanced Housing Development Program Act

02:03and we also have the DSUD Department Order

02:06initiated by our Secretary

02:08where our developers, for example, of condominiums

02:14and developers of subdivisions

02:18at least 15% of the total subdivision area

02:24or total condominium area

02:26or 5% of total condominium area

02:32or cost of project

02:36should be allocated to socialized housing

02:41So if you are building a subdivision, at least 15% of that will go to socialized housing

02:47If it's a condominium, at least 5% of that will go to socialized housing

02:52Now, in the laws that I mentioned, the Balanced Housing Development Program Act

02:58and in the initiation of the DSUD Memorandum Order

03:02the developers can have an incentivized compliance

03:07for the Balanced Housing Requirement

03:10where they can use this

03:14for example, to provide housing materials for repair

03:18or reconstruction of housing units

03:21or land development

03:23and other modes of emergency and quick response

03:26they will use that to comply with that law

03:30at least 15% and at least 5% of the total condominium area

03:35But sir, how is the distribution of unconditional cash assistance of the DSUD

03:44to the residents of Baguio, Christina and Leon?

03:47How big is the distribution and how many have benefited from it?

03:52Yes, many have benefited from it

03:55and actually, this is for the entire Philippines

03:57In the first half of the year, many were affected

04:02because our Integrated Disaster Shelter Assistance Program

04:07covers man-made disasters and natural disasters

04:12So, when we say man-made disasters, we mean fires, explosions,

04:16wars and other incidents

04:19and when we say natural disasters, we mean floods, earthquakes,

04:22hurricanes and volcanic eruptions

04:25In the first half of the year, we received a lot of assistance

04:32and in the second half of the year, we received a lot of floods

04:36It started on the 10th of July

04:42and now, there will be another flood in March

04:46So, we are receiving a lot of assistance

04:50For example, in San Juan City, Rojas City, Iloilo City, Ormoc City, Paranaque City

04:58These are the affected areas

05:00In Baguio, Carina, Albay, Camarines Sur, Sorosogon, La Union, Ilocos Norte and Ilocos Sur

05:08In Baguio, Enteng, Northern Samar, we received a lot of assistance

05:14and here in Habagat, Zamboanga del Norte and Davao Occidental

05:18we received a lot of assistance

05:21and now, our assistance continues

05:24because our President of the Philippines

05:27and the whole of the government approach

05:32all the different agencies are helping

05:35including the DSUD as the shelter cluster head

05:39of the National Disaster Risk Reduction and Management Council

05:44Aside from the cash assistance, will there be a moratorium for the beneficiaries of your Pabahay Program that was affected by the flood?

05:54That's right, Mr. Dale.

05:55A while ago, our Secretary issued a circular memorandum

06:02ordering all of our key shelter agencies

06:05including the National Housing Authority,

06:09Pag-ibig Fund, SHOP-C or the National Home Mortgage Finance Corporation

06:21to provide a one-month moratorium for those who have a housing loan

06:28So, for the month of November, they will not be able to pay

06:32and in the next month, they will be given their monthly amortization

06:38as mentioned by the government agencies

06:41So, in the moratorium, the payment will only be moved?

06:45That's right. It will be moved so that they will be given a chance to move first

06:51because of their current experience, it will only be moved

06:54It won't be fixed, just moved for one month?

06:57It won't be fixed, it will be doubled, it will just be moved

07:01But Usec, there are areas that we call high risk

07:06What is the assistance of DSUD to the residential areas that need to be relocated?

07:11Yes, the DSUD body, the National Housing Authority,

07:17will identify the areas that you mentioned that our countrymen need to be relocated

07:27We have resettlement areas that are near there

07:31The NHA is our body for our countrymen that need to be relocated

07:36But Usec, does DSUD have a plan to build houses for those who have experienced calamities

07:45like the Christina and Leon earthquake?

07:47As of now, our department has a program,

07:51the Department of Human Settlement and Urban Development

07:54led by Secretary Jose Rizalino Acusar

07:57Our flagship program, the Pambansang Pabahay para sa Pilipino program

08:03or more commonly known as 4PH,

08:06where our countrymen who are first-time homeowners

08:11who don't really have their own homes,

08:13they can avail of this for a low price

08:17Okay, so it will be available for the victims

08:22How will this be implemented by DSUD in Ardana and PDNA?

08:29There are 4 pillars in our disaster risk reduction management measures

08:38Number 1, disaster prevention and mitigation

08:43Number 2, disaster preparedness

08:46Number 3, disaster response

08:49That is what we are currently doing

08:51And number 4, disaster recovery and rehabilitation

08:56As of now, we are only doing emergency response

09:00with various agencies like DSWD, DILG, Department of Agriculture

09:06and other agencies

09:09We are working together to help our countrymen

09:16But after this disaster response,

09:21there is a transition to early recovery

09:26where the post-disaster needs assessment will take place

09:31This usually takes a week or a month

09:36Our government knows how big the problem is

09:41so that it will know how much assistance will be provided by various agencies

09:46This includes the assistance provided by various government agencies

09:55How much cash assistance has been given to the victims of the earthquake?

09:59We have given a lot

10:01It started with the first earthquake

12:10Secretary Acusar issued a memorandum

12:14ordering all our regional offices

12:18to have an anticipatory or proactive approach

12:25the areas where we see an earthquake

12:29We will be the first to know

12:31We have a program, here are the requirements
