Sir Keir Starmer gives his pre-Budget speech

00:00about where we are as a country. This is not 1997 when the economy was decent but
00:10public services were on their knees. And it's not 2010 where public services were
00:16strong but the public finances were weak. We have to deal with both sides of that
00:23point. These are unprecedented circumstances. But the budget that
00:30Chancellor will deliver on Wednesday will prevent devastating austerity
00:35in our public services and prevent a disastrous path for our public finances.
00:41That's the reality of what would happen if we'd stuck to Tory spending plans and
00:47it's why we never, unlike the opposition in 1997 and 2010, committed to the same
00:54spending plans.
