Update on the energy situation of the affected areas of Baguio-Christine.
00:05
We are joined by the Department of Energy Undersecretary, Felix William Wimpy Fuentebella.
00:12
Usec, good afternoon to you.
00:15
Good afternoon to you. Good afternoon to us, the viewers.
00:20
Usec, overall, what are the areas affected by Baguio-Christine that still do not have electricity supply?
00:28
The bad news is that Luzon and Visayas are affected.
00:33
But the good news is that we are only here in the three cooperatives of the electric cooperatives.
00:42
They are still separated. One is in Batangas, one is in Camarinesur, and the other is in Pangasinan,
00:50
which is the area that still does not have electricity.
00:53
But all the rest of the 74 electric cooperatives that were affected, 45 of them are partially powered,
01:07
whereas 25 of them are fully powered.
01:12
After the transmission, where the three electric cooperatives are the most affected,
01:22
this is where we concentrate our distribution utilities.
01:26
Like Meralco, they have customers, around 600,000, who were initially affected.
01:36
And now, they are around 400,000, who are being targeted by today and by tomorrow,
01:44
hoping that the weather will be good, like now, there is a sunrise.
01:50
The 24x7 work of our linemen will continue.
01:56
Usec, what is the reason for the lack of electricity?
02:00
And what happened? Did you kill it first? Was it damaged?
02:05
The number one reason is the flooding.
02:09
Where the customers request from the distribution utilities to kill the electricity first.
02:17
So, for example, in Pinalabak and Bilaor, which are two towns surrounding Naga City,
02:27
they were the ones who requested to kill the electricity first
02:32
so that the damage can be reduced.
02:36
Because electrocution can compound our problem.
02:40
That is what we are avoiding.
02:42
So, the good thing is the energy sector was immediately able to provide
02:48
and to tell the customers that we can supply you with electricity.
02:52
Because in our generation sector, only one plant had a problem.
02:59
So, the plant in Calaca is negligible.
03:03
But here in transmission, our system operators in NGCP said
03:12
that most of the areas we can already supply electricity,
03:16
except for the three electric cooperatives.
03:18
So, we focused on the low-hanging fruits,
03:21
how we can reach the hospital, how we can reach the vital facilities,
03:28
the ATM, so that the commercial areas can move,
03:32
the additional restoration activities can move,
03:35
how we can reach the water facilities,
03:38
so that the availability of potable water in the area can increase.
03:42
That is what our linemen are focusing on.
03:45
So, if the weather is good, our linemen can speed up the return of electricity,
03:55
we will just have a hard time reaching areas where the water is still high.
04:03
So, the problem there is not only access, but also safety.
04:10
Because of access, we cannot reach the areas because it is flooded.
04:14
And for safety, we need to make sure that when we turn on the electricity,
04:20
we have enough security that it will not add to the problem.
04:26
What other local government units are focusing on is the fuel supply,
04:34
where it is connected to access issues.
04:39
So, the Department of Energy will have a meeting with our oil players
04:46
to identify where specifically there is a problem
04:50
in not being able to reach their product in the designated area that needs it.
04:57
And the Office of Civil Defense,
05:00
so that we can enhance or have a dialogue about delivery.
05:06
If we need delivery by boat, or delivery by truck, or delivery by air.
05:14
Jose, what is the latest update on the arrangement of transmission lines in Luzon and Visayas because of the storm?
05:22
So, for transmission lines, we have four 69KV lines that are not available.
05:33
That is what we need to focus on.
05:35
There are only four that are affected by the Pangasinan Electric Co-operative 1,
05:43
Central Pangasinan Electric Co-operative, Batelec 2, and Kasoreco 3.
05:53
So, there are only four lines.
05:55
Because one 230KV line is damaged, it has another route or alternate route
06:03
that can deliver electricity to the customer.
06:09
Like going to Naga, it has an alternate route even if there is a problem.
06:12
That is a big highway of 230KV.
06:15
But the 69KVs are affected by four electric co-operatives, not three, but four.
06:22
So, Sentelco, Pangasinan Electric Co-operative 1, Batelec 2, and Kasoreco 3.
06:28
Jose, what are the areas that still do not have electricity or energy or transmission?
06:36
So, the area that is affected by Pangasinan Electric Co-operative 1 and Central Pangasinan Electric Co-operative
06:47
is the province of Pangasinan.
06:49
So, it is in the area of Dagupan and its surroundings.
06:54
Then, here in Batelec 2, we have a problem there in Batelec 2.
07:00
That is the area of Tanawan, Lipa.
07:03
That area is in Batelec 2, next to the Miralco franchise area.
07:11
Then, Kasoreco 3 is the area of Iriga City.
07:17
It is in the southern part of Naga City.
07:20
That area is lower.
07:23
So, its surroundings like Nabua, Bato, Bula, Baao, Iriga, Iriga City, are still submerged in water.
07:39
That is why we have a problem there.
07:42
So, how long will it take for the repairs to be completed?
07:47
And how can we avoid the destruction of transmission lines and power grids?
07:55
Okay.
07:56
What we are doing now is waiting for the so-called task force,
08:02
where we are adding the teams of linemen to repair the electricity going to the areas.
08:12
So, just imagine that this is like our power bank.
08:16
That is the generation.
08:18
And then, the wire of our phone when we are charging.
08:23
Here, let me hold it.
08:25
That is the transmission and distribution.
08:29
And then, our cell phones are our homes.
08:32
So, as I was saying earlier, in the generation, we don't have an issue
08:37
because one plant that is damaged or has a problem, its delivery is negligible.
08:44
So, we have sufficient supply.
08:47
In the transmission, there are four electric cooperatives that cannot be accepted
08:51
because in the transmission alone, there is an issue.
08:54
It cannot be crossed.
08:56
Okay?
08:57
When it comes to distribution, like Meralco, like Kasoreko 4,
09:02
Kasoreko 4 has been accepted,
09:04
all the towns in Kasoreko 4 have received electricity except for the laterals
09:10
or the houses that are in the corner, not along the main road or main line of electricity.
09:18
So, most will be reached today.
09:20
That is the strategy.
09:22
Those are the stages of generation, transmission, and distribution.
09:26
So, what we are saying is that in the transmission,
09:30
the four electric cooperatives will be targeted so that the hospital can receive electricity,
09:37
the vital facilities like the bank so that the ATM can run,
09:43
the command centers, and the water facilities so that the potable water can be addressed.
09:49
So, that is what we are working on.
09:51
That is the priority.
09:52
And when the electricity has reached the distribution, like Meralco,
09:56
there will be 24x7 people to reach the customers who should receive electricity
10:03
aside from the vital facilities.
10:05
So, there will be a 24x7 work.
10:08
So, they will respond to the flood when it is safe and they will receive electricity.
10:15
So, that is our strategy.
10:17
And that is different from the delivery of fuel or petroleum products
10:23
like gasoline, diesel, and kerosene.
10:25
Because we are looking at how the truck or boat can cross
10:31
or whether it needs an airplane in a place that needs fuel.
10:37
Because our boats run on diesel and gasoline.
10:41
We need to transport them there.
10:43
That is what we are strategizing right now.
10:47
Alright.
10:48
A message and a reminder to our fellow countrymen from the Department of Energy.
10:56
So, we are submitting pictures of how our alignment is progressing
11:03
so that the electricity can be returned immediately.
11:05
It's not to only showcase that we are doing something,
11:09
but it's more of inspiring everyone that we are working 24x7
11:14
and we are doing our best to deliver the services immediately.
11:19
Our alignments have also been affected.
11:22
Their houses were also flooded.
11:24
But the good thing is they are already providing the services.
11:28
And the task force, for example,
11:30
needs more teams to provide electricity.
11:39
We need more alignments.
11:40
Even the Bicolano alignments are volunteering.
11:44
And if this is not enough,
11:46
our alignments from Region 8, Region 7, Region 3, and Region 2 are ready.
11:56
So, they are ready to back up our alignments
12:02
so that we can repair them immediately.
12:06
And if there will be another flood,
12:08
our alignments will be repaired at the same time.
12:14
We will build back better if our resources are sufficient
12:19
so that our electricity and infrastructure will be more stable.
12:25
Alright, thank you very much for your time.
