00:15replied in the affirmative when asked if he believed there was a reward system.

00:19But Leonardo claims later his answer was based on stories he heard from colleagues in the

00:23police force.

00:24Retired Police Colonel Regina Garma, in an affidavit, claims Duterte called her in May

00:282016, telling her he, quote, needed someone capable of implementing the war on drugs on

00:34a national scale, replicating the Davao model.

00:37The Davao model refers to a system of payment rewarding successful killings.

00:41Leonardo later corroborated Garma's affidavits, but clarified it was Oplan Double Barrel which

00:47operationalized the drug war.

00:49But he confirmed that as head of the CIDG in Davao region, he validated drug war-related

00:53information for Senator Bong Go, who directly reported to Duterte.
