00:04In 2024, the federal sub-district religious justice bill will be read twice and three times in Congress.

00:10The bill will expand the power of the religious court, which is believed to be a violation of the rights of non-Muslims,

00:17and shake up the secular democratic system in Burma.

00:20It even turned Burma into an Islamic country, causing a huge controversy.

00:24Even many non-Muslims objected.

00:28Prime Minister Na Ying, who is in charge of religious affairs,

00:32issued a statement yesterday,

00:34emphasizing that the bill is a careful and long-term study,

00:37not a hasty draft.

00:39She said that the government had set up a committee three years ago

00:42to study and draft the religious justice bill.

00:45She pointed out that the bill can improve the effectiveness of the Burmese-Islamic administrative management through the religious justice.

00:51However, Saba and Sala, 14 NGOs, have issued a joint statement

00:56stating that the federal sub-district religious justice bill,

00:58which is in line with the Malaysia Agreement in 1963,

01:01will make Burma become an Islamic country overnight.

01:04They are worried that the bill intends to expand the religious justice in the federal sub-district.

01:10In the future, it may issue edicts that will have a major impact on Muslims and non-Muslims.

01:15And these edicts may also bypass the Congress and the court,

01:19making religion above civil law.

01:22Human Rights Lawyer Sidika Singh also warned that

01:24the religious justice bill not only threatens religious freedom,

01:27but also violates the federal constitution.

01:29She said that the bill stipulates that the religious justice

01:32becomes the most powerful party in the Islamic legal affairs in the federal sub-district,

01:37and is subordinate to the head of state.

01:39This weakens the position of the head of state as the Islamic religious leader in Malaysia,

01:43and does not comply with the provisions of the federal constitution.

01:46Because there can't be two authorities in the Islamic affairs in the federal sub-district.

01:52It will work like a white termite or termites,

01:57which will slowly, be sure, encroach into your house

02:01and chill your house until all the structure collapse.

02:05So, mufti could in future be given a greater power in the parliament,

02:09or by the parliament, by amending to the law,

02:12so that the mufti can need not seek any advice from the government

02:18to impose any Islamic law, or any new Islamic law.

02:23The government wants to amend the religious justice bill in the federal sub-district in 2024,

02:27which caused the non-governmental organizations of Sabah and Sarawak to rise in opposition.

02:31They believe that this has violated the Malaysia agreement in 1963.

02:35One of the NGO leaders, Peter Sohan, said that

02:38the secular system is the basic guarantee of Sabah and Sarawak

02:42when Malaysia and the Malay Federation are established.

02:45However, if this bill is passed, once it is given a wide range of religious power,

02:49it will cause an unimaginable impact on the secular system.

02:53It will be like a white termite invading your house,

02:56which will eventually cause your house to collapse.

02:58We never know.

03:00One day, the mufti can even say,

03:03all non-Muslims must have a Muslim name,

03:06because this is an Islamic country.

03:09Look at Indonesia, all Indonesians must have an Indonesian name.

03:13All the Chinese in Indonesia have an Indonesian name.

03:16Human rights lawyer, Siti Khasin, also opposed the bill.

03:19She said that the religious justice bill cannot be passed.

03:22However, the bill gave the religious authorities the most power

03:25in the Islamic legal affairs in the federal sub-district.

03:29These leaders will have legal constraints in the federal sub-district.

03:34We know that the fatwa is just an opinion.

03:38That is what we know in Islam.

03:42The opinions of the muftis are only mere opinions of them.

03:48It's like an advice.

03:50They are the experts, so they give advice.

03:53But now, in this country,

03:56they make the fatwa into a law.

03:59Siti Khasin believes that the religious authorities are also humans.

04:02Once the religious authorities are given power beyond the democratic scope,

04:06and even have the power to pass a law,

04:09it is very dangerous.

04:11Whether you are a Muslim or a non-Muslim,

04:13you must follow the fatwa.

04:15Otherwise, you will be punished according to the law.

04:17If we get a good mufti,

04:20the right person,

04:22they will give fatwa which are good for the nation,

04:25for everybody.

04:27The problem is,

04:29if we get a bad mufti,

04:32because they are human beings,

04:35what they say will become a law.

04:38If we don't follow the fatwa, we will be punished.

04:41This is very serious.

04:43We have to think very carefully before we let go,

04:46let through these kind of things.
